Gentlemen:

l Subject: Three Mile Island Nuclear Station, Unit I (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 LER 97-006-00 This letter transmits Licensee Event Report (LER) number 97-006-00 that resulted from the violation of Technical Specification 3.3 and declaring the Reactor Building fans, AH-E-1B & C, j

inoperable on April 24,1997. The inoperability declaration resulted following the observation of installed conditions and the conclusion of a review of the environmental qualification of the connector configurations at the AH-E-1B & C fan motors. The connection, as configured, was not sealed and would have been exposed to post-LOCA Reactor Building atmospheric conditions. AH-E-1B & C were restored to operability on April 25,1997.

Public health and safety were unafrected by this event.

l This LER is being submitted pursuant to 10 CFR 50.73, using the required NRC forms (attached).

NRC Form 366 contains an abstract which provides a brief description of the event. For a complete understanding of the event, refer to the text of the report provided on Form 366A.

I Sincerely, 9706030156 970523
