ACRS JeresY Central Pwer & Lhht Cocoany letter dated October L _1)]l reports that the "A" standby liquid centrol psusp was taken out of service for replacement of the pump packing. h a en attempt was made to test the "8Y pump it failed to start. N problem was a design error in the pump control circuitry. When the conditten was discovered a normal plant shutdown was initiated watil action could be taken to restore one pump to operation. Operating procedures have b9en changed so that operability tests of redundant engineered safeguards system components will be made immediately following any action chat requires one of the syster.s to be inoperable for maintenance purpo:es.
