SUBJECT:

STAFF POSITIONS ON MULTIPLE-SUBSEQUENT ACTUATIONS OF SAFETY-RELIEF VALVES IN MARK I PLANTS In a meeting on October 27, 1977 the Mark I Owners Group and General Electric (GE) presented the staff with an assessment of the potential consequences of multiple-subsequent actuations of safety-relief valves (SRVs) during transient isolation events at Mark I BWR facilities.

The purpose of this meeting was to cbtain an understanding of the implications, for operating Mark I BWR facilities, of a BWR-6 design deficiency identified by GE pursuant to 10 CFR Part 21. At the conclusion of the meeting, the staff requested that each utility submit its basis for continued plant operations by November 1,1977.

We have reviewed the licensees' submittals in conjunction with the material presented by GE during the October 27, 1977 meeting. The results of this review are discussed in the enclosed memorandum (Enclosure 1). .

We have determined that a plant-unioue assessment of the effects of multiple-subsequent SRV actuations should be performed by each licensee, using the criteria identified in Enclosure 1, to support continued operation of their facility while the Mark I Containment Long-Term Program is being conducted. We have, therefore, prepared a sample letter (Enclosure 2) f'irr transmittal to each of the Mark I BWR licensees requesting such a plant-unique sessment. ,-
