Dear Mr. Stuart:

The Regulatory staff has ccmpleted its review of General Electric Company's Topical Report 11E0010BS9 (non-proprietary), entitled

" Steam Vent Clearing Phenenena and Structural Response of de B'JR Torus." Our review included consideration of the errata and addendua dated May 21, 1973, and the additional information provided by letter from J. A. Hinds to D. L. Ziemann, dated Cece-ber 23, 1973.

Our evaluation of this report is enclosed.

As a result of our review,' we have concluded that ilEDO 10359, as clarified by the additional infor-.ation provided in the above cited docu:nents, does not ' provide an acceptable basis due to the limitations described in the enclosed evaluation for predicting the fluid phenomena in the torus uater resulting fren relief valve actuation. Ua have also concluded that the analytical codel for torns structural response to the above phencena is not sufficiantly veriff ad by test data to be acceptable for application to the Quad Cities !!uclear Generating Station or other B'JR facilities with pressure suppression containment systens.

Therefore, NEDO 10G59 and the above cited supplanental infomation should not be used for refer =nce as a topical report en license applications or proposed programs relating to fluid phenomena and structural response of the torus through the life of a facility, l
