RL BWR POOL DYNAMIC CONCERNS We have noted in the responses by applicants and licensees to our letters to them related to BWR pool dynamic concerns, that their proposed schedules are not consistent with our schedules for resolution of these concerns.

Since resolution of this matter for Mark I's and II's was predicated on 10 CFR Part 50.54(f), there may be some legal implications involved.

It therefore appears that it might be appropriate for you to clarify this matter with OGC. Table 1 summarizes our understanding of the applicants' and licensees' schedules as compared to our required schedules.

It is our understanding that owners' groups for Mark I and Mark II's have been formed.

Each group will be involved in the development of a program to resolve the matters associated with LOCA and RV loads. Letters to this effect are to be forthcoming from GE soon that describe the short-term program. This will be followed by letters from the owners on the l

long-term approach.
