10 CFR PARTS 20 AND 61 ON LOW-LEVEL WASTE SHIPMENT '
MANIFEST INFORMATION AND REPORTING i
The Office of State Programs (OSP) reviewed the subject document dated August 26, 1994, and offers the following comments. ;
The Consistent Use of International Systems of Units We have discussed with your staff the need to change units used in the !
shipping manifest that may not be consistent with the International System (SI) or those of 10 CFR Part 20. We received on September 28, 1994, a new paragraph (b) to Section 20.2101 to be inserted on page 47. As it now reads, ,
there are 3 options: the manifest may contain SI units, or both SI and units J as specified in paragraph (a) which are those used commonly (curie, rad and '
rem); or only the common units of paragraph (a).
Compatibility of Aoreement State Reoulations We suggest that the section of the rule regarding Compatiblity of Agreement State Regulations be revised, as follows:
The Commission designates 10 CFR Part 20.2006, Transfer for Disposal and l Manifests (excluding Appendix F) - as Division 1. This designation maintains uniformity in manifest format and content while at the same time allowing flexibility for additional information being supplied in the manifest by adding supplemental pages. In addition, because units are fundamental to radiological health and safety, 10 CFR Part 20.2101 is designated Division 1.
The Commission designates 10 CFR Part 61.12, Specific Technical Information, including the new paragraph (n) that deals with a description of an electronic record keeping system, as Division 2 because Agreement States can satisfy the principles using alternate language.
Although 10 CFR Part 61.80, Maintenance of Records, Reports and Transfers, was ;
formerly designated as Division 3, it is now designated Division 2 because the '
new paragraphs (f) and (1) require that the disposal facility licensee maintain electronic record keeping systems.

Avoidance of the use of undefined terms In a number of places, undefined terms or jargon is used. The term, " surface" -
is used instead of " reveal" (see p. 8, Section 2, last paragraph). Likewise, the term " problem" wastes is used instead of waste that requires special consideration (see p. 11, last paragraph). Finally, the term " orphan" waste ;
is used instead of waste that cannot be disposed (see p. II, last paragraph).
We recommend appropriate word changes.
Suonort of States and Compacts We believe that the uniform manifest and reporting regulation will be helpful i to States and compacts in their efforts to establish additional low-level waste disposal capacity pursuant to the Low-Level Radioactive Policy .
Amendments Act of 1985, in addition to better serving NRC in its regulatory l responsibilities. We commend Messrs. Lahs and Haisfield for their evellent work with the States in development of the uniform manifest.
