Key Observations:
" Management involvement" is the prevailing strength consistent with other Region ll SALPs.
" Quality of Work" (including lack of attention to detail, failing to follow procedures and personnel errors) is noted.as the leading challenge consisteni with other Region 11 SALPs.

Personnel performed well during plant startups.
Excellent performance on NRC administered operatorlicense examinations.
Management involvement:
Conservative decisions affecting plant operations.
i Increased license operator training class and increased incentives t'o retain personnel so that six shifts could be implemented: reduced o*rtime.

Formation of Configuration control review team to address operator errors.
Plan-of the-day (POD) meetings were comprehen~sive and well controlled.
Upgraded and computerized plant operating drawings.
No fossil / nuclear interface problems identified during this 5 ALP period.
Fire Protection Impairments down substantially.
Effective response to Thermo Leg Bulletin.
Concerns:
Continued need for management involvement to address operator personnel errors (Quality of Work) being observed at the end of the SALP period.
Increased number of operator errors after Hurricane Andrew partly addressed by configuration control review team.
Poor quality drawings contributed to several personnel errors.

NRC diagnostic evaluations performed at nine sites were reviewed and root causes for major findings were listed.

- Amendment requests to provide relief would normally receive low priority (Priority 3 or 4), and may take a LONG TIME to process.
Pilot program (Task Force) to give special consideration to amendment or exemption r'equests with high cost but low safety ~ benefits.
Focus on VEPCO, FPC and NEU programs Significant discussion / description of the Task Force at the.R.I.C. (Chm. Selin, Dr. Murley, and F. Gillespie)
