NOTE T0:
Dennis M. Crutchfield, Assistant Director for Safety Assessment FROM:
Mark H. Williams, Chief Tech. Asst. Pgm. Mgt. Gro p t
SUBJECT:
SENIOR CONTRACT REVIEW BOARD MEETING # 64 The Senior Contract Review Board met on August 7, 1984 to review the followingDLFINsh-8011SAIContractExtension($3000K/2 yrs)
A-6819-NT0L Outstanding Action Review (INEL)
A-0802-NT0L Outstanding Action Review (LLNL)
All of the above contracts were approved with the following qualifications:
1.
B-8011-DFFS would coordinate a detailed plan through the appropriate NRC offices for the Phase III SPDS reviews.
Funds for Phase III (Post-implementation Audits -$500K) will not be expended until such coordination and any associated approvals are complete.[ Action-DHFS/ Russell]
However, the contract modification could procaed.
2.
A-6819 The " CRITERIA" section of the Statements of Work fpr A-0802 these FINS would be modified to clarify the applicable regulatory requirements. Specifically, the criterion of App. B to 10 CFR Part 50 would be replaced by "The applicants approved QA/QC Plan for the facility".
In addition, the SCRB wished to clarify that approval of the funding levels in the PDS sheets for these projects did not constitute a justification to seek additional funds for the projects from RM, nor was such funding available to the Offices from the Controller at this time.[ Action-OL/ Williams].
The SAI contract action must now be reviewed by the Commission.
If the Commission approves the contract action, we should not obligate over $2450K on the contract until until item 1 above is complete.
The B-8011 briefing slides are attached. We plan to modify the 50W's for A-6819 and 0802 when we take action on the INEL and LLNL proposals (within about three weeks). Naturally, this change would be coordinated with T.A. Ippolito and, if necessary, Jim Sniezek, who requested it.
