INTIMIDATION i

It has come to my attention that my memorandum to you dated September 25*, 1984, i

could be misleading with regard to the staff's position on intimidation at Conanthe Feak and EGAG's scope of work on this issue.

The EG&G effort was not directed at an independent assess-ment through interviewing individuals etc., and thus does not constitute, by it-r self, 'an overall assessment of the intimidation and harassment issue for the i

Comanche Peak project. The EG8G report will be used as one input into our i

assessment of widespread intimidation at Comanche Peak.

The EG&G team was ass'embled to investigate and forIn an opinion regarding alle-gations of intimidation of inspection personnel on the part of management at the Comanche Peak power plant. This was to be done by reviewing allegations of intimidation in depositions, several NRC Office of Investigation Reports, a Comanche Peak Special Review Team Report, survey responses from an applicant conducted survey of its 0A/QC personnel, and other reports and data seen as 2

relevant in naking a judgement concerning charges of management intimi,dation.
