I am enployCd by Ebanco Services, Inc. as Manager, Resources Planning.
Ebasco has baan retained by Georgia Power Company to coordincte offsite emer-gen y planning activities for the Vogtle Electric Gene rating Plant, including coordination With the Savannah Rivsr Plant
("SRP").
I am Project Manager for the Ebasso Vogtle project.

s Contention EP-2/EP-2(a)," which conce.rns the existance of ad-ministrative centrole over use of the Egergency Notification Network ("ENN").
I have personal knowledga of tha matters set forth herein and believe them to be ttue and correct.

The Sayennah Rjver Plant ("SRPd) will have two ENN terminals, bcth in the SRP Emergency Opet ating Center ("Eoc").
One vill be located on the principal ecomunications console for the SRP EOC.
The other will be located in the offsite coordina*. ion support room.

Because the principal EOC communicat. ions console is staff ad 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ENN terminal on that console will be restr.4.cted.
The second kNN tarmanal wiil be kept in a locked c.loset or room in tha E00 until the tere.1.ial is a'etivoted when the EOC is activated ac the titne of an epercency.

Fitrther, because the 3RP ECC is a secured facAllty, Physical access to the ENN terminals in the EOd would aloo be restricted.
The GRP EOC is located in a secured building in the main administration ares where a special U.C. Department of Energy sacurity clearanca ("Q" or
L" ciestrance) or a recog-nized ascort is req: tired for access.
Additionally, entrance to the ECC.is further limite 3 to "Q" or "L" clear &d personnel as-sociated with emergency response, and to supprVisod maintsnance workers.
