I have personal knowledge of the matters set forth herein and believe them to be true and correct.

The State of Georgia will have three ENN terminals --

one in the Communications Center of Georgia Emergency Manage-ment Agency ("GEMA") headquarters in Atlanta; one in the State Emergency Operations Center ("EOC"); and one in the State For-ward Emergency Operations Center ("FEOC"), which will be locat-ed in the new Burke County EOC Building in Waynesboro, Georgia.

Because the GEMA Communications Center is staffed'24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ENN terminal in the com-munications Center will bd restricted.

The ENN terminal for the State EOC will be kept in a locked cabinet in the EOC until

>i the terminal is activated when the EOC is activated at th4! time of an emergency.

Further, because physical access to the EOC would be restricted during an emergency, physical access to the ENN would also be restricted.

Finally, the ENN terminal for the State FEOC would be kept in a locked cabinet in the FEOC until the terminal is a'ctivated when the FEOC is activated at the time of an emergency.

During an emergency, physical access to the FEOC would be restricted; thus, physical access to the ENN terminal would also be restricted.

In addition, all of the State of Georgia's ENN termi-nals will be subject to strict administrative controls.

procedure, use of the ENN will be limited to the transmission of official and necessary messages, such as information about the date and time of an incident, the class of amergency, whether a release is taking place, the type of actual or proj-acted release and estimated duration / impact times, estimates of quantity, points and heights of radioactive release, the chemi-cal and physical form of release, meteorological conditions, actual or projected dose rates and integrated doses, estimates of any surface radioactive contamination, emergency response actions underway, potentially affected populations and areas, any recommended r;mergency actions (including protective mea-sures), requests for any needed onsite support by offsite orga-nizations, and the prognosis for the event based on plant in--

formation.

In summary, Georgia's ENN terminals will be both physically and administrative 1y controlled.

The physical con-trols will prevent unauthorized access to the ENN.

The admin-istrative controls will assure its ready availability during an emergency for the transmission of official and necessary mes-sages.

CLACK, WHO JOINED THE DEPARTMENT OF DEFENSE IN 1962 AS SUPERVISOR OF ACCOUNTING AND PERSONNEL, IS A 1967 GRADUATE OF THE JOHN MARSHALL LAW SCHOOL WITH A DOCTORATE IN LAW.

HE HOLDS A BACHELOR OF SCIENCE B.S. DEGREE FROM STRAYER COLLEGE OF ACCOUNTING IN WASHINGTON, D.C. AND WAS A 1955 GRADUATE OF DACULA HIGH SCHOOL.

FOR THREE YEARS MR.

CLACK WAS AN EMPLOYEE OF THE FEDERAL BUREAU OF INVESTIGATION IN WASHINGTON, D.C., AND HAS ALSO HELD POSITIONS AS AN ACCOUNTANT FOR GENERAL MOTCRS AND THE MALCOM-BRENNER COMPANY. HE SERVED SIX YEARS IN THE GEORGIA NATIONAL GUARD.

MR.

CLACK WAS APPOINTED BY GOVERNOR JIMMY CARTER ON 23 APRIL 1974 AS A MEMBER OF THE ADVISORY COUNCIL FOR COMPREHENSIVE HEALTH PLANNING AND SERVED FOR A ONE YEAR TERM.

THIS COUNCIL DEALT WITH HEALTH SERVICES, PROGRAMS AND RESOURCES PERTAINING TO THE PHYSICAL AND MENTAL NEEDS CF *HE CITIZENS OF GEORGIA. HE RAS ALSO SERVED AS AN EX-OFFICIO MEMBER OF THE EMERGENCY MEDICAL SERVICES COMMITTEE OF THE MEDICAL ASSOCIATION OF GEORGIA.

MR.

CLACK IS A 32 SCOTTISH RITE MASON; A MEMBER OF THE FIRST CHRISTIAN CHUACH OF LANRENCEVILLE WHERE HE HAS SERVED AS A DEACON AND SUNDAY SCHOOL TEACHER. HE HAS ONE DAUGHTER, DAWN.
