I am the Director of the Burke county Emergency Management Agency.

Burke County will have one ENN terminal, wh'ich will i
be )ocated on the central dispatcher's console in the Burke e-CctCty Emergency Operations Center ("EOC").
Because that con-sole will be staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ANN terminal will be restricted.

In addition, Burke County's ENN terminal will be sub-ject to strict administrative controls.
By procedure, use of the ENN will be limited to the transmission of official and i
i necessary messages, such as information about the date and time j
i of an incident, the class of emergency, K tether a release is

taking place, the type of actual or projected xeleare and esti-mated duration / impact times, estimates of quantity, points and I
heights of radioactive releases, the chemical and physical form i
of releases, meteorological conditions, actual or projected dose rates and integrated doses, estimates of any surface ra-dioactive contamination, emergency response actions underway, potentially affected populations and areas, any recommended emergency actions (including protective measures), requests for any needed onsite support by offsite organizations, and the prognosis for the event based on plant information.

In summary, the Burke County ENN terminal will be both physically and administratively controlled.
The physical controls will prevent unauthorized access to the ENN.

t January, 1986 Exhibit A R;CEARD L. 2RYANT DIRECTOR, Burke Coungy Emergency Management Agency Since 1984, Mr. Bryant has served as the Director of the Burke Ceanty Emergency Wan.agement Agency (EMA), Vir.h headquarters to-cated in Waynesboro, Georgia.
Mr. Eryant is the first full-time director of the agency which, under his leadership, hat expert enced tignificant growth and expansion of 1.ts re-sources and cacabilities.
As Director, Mr. Bryant. has responsibility fo.r fire, rescue, and ambulanca services cr. a coun;y-wide basis, as well as re-cponsibility for planning and implementing the response to the full range of natural and technological disastprs potentially affecting Burke County.
Ec supervisen a paid staff of approxi-mately 30 people, as vall as more than.:53 volunteer 6.
He assured the lead in obtaining funding for Burke Ccunty's re-centiy constructed Emergency Optrations Cer,ter (EOG), and a-with the cooperatien of the local agencies involved in ECC dew valopment,-- he managea the plahning eff6rts invclved in its design.
These efforts included the development of thu overall layout of the facility and its equipmer.t.
Mr. 3ryant has cocpleted numerous professional development coursec offered by the Federal Eterpency Nanagerent f.gencyn These hav6 included courses On emergency management planning and d6 cision-making, personnel asnegement, finauge and bud-geting, shelter management, utd radiological procedures and methodologies.
Mr. Pryant has alac completed esvbral ecurzes with the Georgia Emergency Management Age *ncy, includir..g such topics as rescue, hazardous materials t1*anspcrtaclon accidento, and arron investigation.
PRIOR EXPERIENCE Fer twenty-threa yeaqs priai-tc assumine the Directorship of the Burke County Emergency Managemen't Agency, Mr. Bryanc was n Flight Engineer with T.he operations branch of the United Statas Air Force, specializing in' planning and scheduling.
He h.sd responsibiitties in emergency planning areas, includiag eTer-gency response to conventionEl and nuc; ear warfare, and hazard-ous mater / als issues and problems.
These respons;bilities in-cluded leading emergency response teamc fer hazardous materials emergencies, as well as supervising programs for routine and energency handling and disposal of radioactive materials.

Eryant's duties also included tactical operaticna ind contin-gency planning.
