I, Bobby R. Maunay, being duly sworn according to law, de=
pose and say as follows:
1.
My name is Bobby R. Mauney.
I am the Emergency Pre-paredness Coordinator for the Aiken County Department of Emer=
gency Services.
My business addrese~is 828 Richland Avenue West, Aiken, South Carolina 29801.
A summary of my profession-al qualifications is attached to this affidavit as Exhibit A.

The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' contention EP-2/EP-2(a)," which concstns the existence of ad-ministrative controls over use of the Emergency Notification 8603050225 860303 PDR ADOCK 05000424 G
Network ("ENM").
I have personal knowledge of the matters set forth herein and believe them to be true and correc.t.

Aiken County will have two ENN terminals, both in the Law Enforcement Center in Aiken, The first will be located at the County Warning Point, in the dispat h center in the County c
Sheriff's Office.
The second terminal will be located in the second floor command center, in the Aiken County Emergency op-erations Center ("EOC").

Because the dispatch center is staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ENN terminal at the County Warning Point will be restricted.
The ENN terminal for the Ccunty EOC will be kept in a locked cabinet in the office of the County Emergency Preparedness coordinator until the terminal is acti-vated when the 20C is activated at the time of an emergency.
(Upon activation of the EOC terminal, the terminal at the Coun-ty Warning Point would be de-activated).
Further, because physical access to the County EOC would be restricted during an emergency, physical access to the ENN would also be restricted.

In addition, both of Aiken County's ENN terminals

i quantity, points and heights of radioactive releases, the chem-ical and physical form of release, meteorological:c.onditions, actual or projected dose rates and integrated doses, estimates
~of any surface radioactive contamination, emergency response actions underway, potentially affected populations and areas, any recommended emergency actions (including protective mea-sures), requests for any needed onsite support by offsite orga-nisations, and the prognosis for the event based on plant in-formation.

In summary, the Aiken County ENN terminal will be both physically and administrative 1y controlled.
The phyciaal controls will prevent unauthorized access to the ENN.
The ad-ministrative controls will assure its ready availability during an emergency for the transmission of official and necessary messages.

Creduated High school through United States Air Fores GED Testing.
Aiken Technical College Business Administration EMPLOYMENT Assistant Director Aiken County Civil Defense Agency, September 1974 - July 1976, Promoted to Director, July, 1976. Responsible for daily operation, administer budget.
Coordinste the development of the Raergency Operation Plen (ROP), work with nineteen (19) Volunteer Fire Departmentes five (5) rescue squade in organisation, securing equipment, and coordinating their efforte during times of emergency.
Serve as Aiken County Coordinating.
Of fice and the County Council's authorized representative in all disaster related matters.
MILITARY:
United States Air Force - August 1954, Retired September, 1974.
