I, Harold W. Awbrey, being duly sworn according to law, depose and say as follows:
1.
My name is Harold W. Awbrey.
I am the Director of the Allendale County Disaster Preparedness Agency.
My business address is P.O. Box 507, Allendale, South Carolina 29810.
A summary of my professional qualifications is attached to this affidavit as Exhibit A.

The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(a)," which concerns the existence of ad-ministrative controls over use of the Emergency Notification SDOC $
e
Network ("ENN").
I have personal knowledge of the matters set forth herein and believe them to be true and correct.

Allendale County will have two ENN terminals.,
The first will be located at the County Warning Point, in the dis-patch center at the Law Enforcement Center, Allendale Police Department in Allendale.
The second terminal will be located v
in the Allendale County Emergency Operations Center ("EOC") in the County Court House in Allendale.

Because the dispatch center is staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ENN terminal at the County Warning Point will be restricted.
The ENN terminal for the County EOC will be kept in a locked cabinet in the office of the Director of the County Disaster Preparedness Agency until the terminal is activated when the EOC is activated at the time of an emer-gency.
(Upon activation of the EOC terminal, the terminal at the County Warning Point would be de-activated).
Further, be-cause physical access-to the County EOS,would be restricted during an emergency, physical access to the ENN would also be restricted.

In addition, both of Allendal. County's ENN terminals will be subject to strict administrative controls.
By proce-dure, use of the ENN will be limited to the transmission of of-ficial and necessary messages, such as information about the date and time of an incident, the class of emergency, whether a release 's taking place, the type of actual or projected
release and estimated duration / impact times, estimates of quan-tity, points and heights of radioactive releases, the chemical and physical form of releases, meteorological conditions, actu-al_or projected dose rates and integrated doses, estimates of any surface radioactive contamination, emergency response ac-tions underway, potentially affected populations and areas, any recommended emergency actions (including protective measures),
requests for any needed onsite support by offsite organiza-tions, and the prognosis for the event based on plant informa-tion.
6.
In summary, the Allendale County ENN terminal will be both physically and administratively controlled.
The physical controls will prevent unauthorized access to the ENN.
The ad-ministrative controls will assure its ready availability during an emergency for the transmission of official and necessary messages.
