I, Thomas A. Gardner, Jr., being duly sworn according to law, depose and say as follows:

1. My name is Thomas A. Gardner, Jr. I am the Communi-cations Officer of the South Carolina Emergency Preparedness Division. My business address is 1429 Senate Street, Columbia, South Carolina 29201. A summary of my professional qualifica-tions is attached to this affidavit as Exhibit A.
2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(a), "which concerns the existence of ad-ministrative controls over use of the Emergency Notification Network ("ENN"). I have personal knowledge of the matters set forth herein and believe them to be true and correct.
3. The State of South Carolina will have five ENN termi-nals -- one at the State Warning Point in Columbia, on the State Highway Patrol dispatchers' communications console, one 8603050238 860303 PDR ADOCK 05000424 Q PDR

in the State Emergency Operations Center ("EOC"), and three at the State Forward Emergency Operations Center ("FEOC"), in the National Guard Armory in Graniteville, South Carolina.

4. Because the State Highway Patrol dispatchers',commu-nications console is staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, physical access to the ENN terminal at the State Warning Point will be re-1 stricted. The ENN terminal in the State EOC will be located in the office of the Operations Officer of the South Carolina Emergency Preparedness Division ("SCEPO"). During duty hours, security against access by unauthorized individuals is assured by the presence of the SCEPD Operations Officer or his staff personnel. The office is locked during off-duty hours. Fur-ther, because physical access to the State EOC would be re-stricted during an emergency, physical access to the ENN would also be restricted. Finally, the ENN terminals for the State FE0C will be kept in a locked room at the FEOC until the termi-nals are activated when the FEOC is activated at the time of an emergency. During an emergency, physical access to the State FEOC would be restricted; thus, physical access to the ENN would also be restricted.
5. In addition, all of the State of South Carolina's ENN terminals will be subject to strict administrative controls.

By procedure, use of the ENN will be limited to the transmis- ,

l sion of official and necessary messages, such as information I about the date and time of an incident, the class of emergency, whether a release is taking place, the type of actual or proj-ected release and estimated duration / impact times, estimates of i

quantity, points and heights of radioactive releases, the chem-I ical and physical form of release, meteorological conditions, actual or projected dose rates and integrated doses, estimates

ofanysurfaceradioactivecontamination,emergencyre!ip'onse actions underway, potentially affected populations and areas, any recommended emergency actions (including protective mea-sures), requests for any needed onsite support by offsite orga-nications, and the prognosis for the event based on plant in-formation.

6. In summary, South Carolina's ENN terminals will be both physically and administratively controlled. The physical controls will prevent unauthorized access to the ENN. The ad-ministrative controls will assure its ready availability during an emergency for the transmission of official and necessary messages.
