I, Herman E. Wald, being duly sworn according to law, de-pose and say as follows:

My name is Herman E. Wald.
I am the Coordinator of the Barnwell County Disaster Preparedness Agency.
My business address is Old Jailhouse Building, Perry and Main Streets,
.i Barnwell, South Carolina 29812.
A summary of my professional qualifications is attached to this affidavit as Exhibit A.

The purpost of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(a)," which concerns the existence of ad-ministrative controls over use of the Emergency Notification 8603050233 860303 DR ADOCK 05000424 PDR 4

of an incident, the class of emergency, whether a release is taking place, the type of actual or projected release and esti-j mated duration / impact times, estimates of quantity, points and-i i
heights of radioactive releases, the chemical and physical form J
of releases, meteorological conditions, actual or projected dose rates and integrated doses, estimates of any sbrface ra-dioactive contamination, emergency response actions underway, 1-potentially affected populations and areas, any recommended emergency actions (including protective measures), requests for any needed onsite support by offsite organizations, and the

prognosis for the event based on plant information.

In summary, the Barnwell County ENN t'erminal will be both physically and administratively controlled.
The physical controls will prevent unauthorized access to the ENN.
