AUTHORIZATION FOR INTERIM OPERATION OF FORT ST. VRAIN AT 35 PERCENT OF FULL POWER i

By Memorandum.and Order dated November 26, 1985, the Comission granted the Public Service Company of Colorado an extension to the November 30, 1985 deadline for equipment qualification at the Fort St. Vrain Nuclear i

Generating Station. This action also authorized the operation of the. plant at up to 35 percent of full power through May 31, 1986, subject to the acceptable completion of certain confirmatory actions and-analyses.

We have reviewed your submittals dated December 10, 1985, January 3, January 8, and January 15, 1986, providing analyses and justification to confirm the acceptability of this interim operation of Fort St. Vrain. We have found that these confirmatory analyses are acceptable and provide a

, basis for interim operation of Fort St. Vrain at up to 35 of full power through May 31, 1986. Our safety evaluations supporting this finding are enclosed.

In accordance with the Comission's Memorandum and Order, by this letter I am authorizing operation.of Fort St. Vrain. This authorization does not affect any other commitment-which you have made, nor does it modif

. requirements or comitments as referenced in your license (DPR-34)y any or other NRC documents.

This letter supersedes the Confirmation of Action Letter (CAL) of November 19, 1985, issued to you by the Regional Administrator of Region IV. With the concurrence of the Regional Administrator of Region IV, responsibility for confirming commitments previously made to the NRC which were contained in the CAL is transferred to this Office. The current listing of your comitments 1s enclosed.
