MC 853008 - Export and Import Verification The licensee was granted an export license (XSNM01996) by the Export / Import and International Safeguards Office of International Programs on February 9, 1983, to export up to a total of 147,990 kilograms of uranium as low enriched UO2 powder containing 3215 kilograms of U 2.is for the project identi-fied as Kashiwazaki Kariha - Unit 1 consisting of five enrichments 1.40, 1.70, 1.90, 2.20 and 2.80 weight percent U 2as, An inspection was performed at the General Electric Company during the period July 11 - 15, 1983, to examine the licensee's procedures and prac-tices for exporting special nuclear material (SNM) and to independently verify the SNM content in shipment B of Kashiwazaki Kariha-Unit 1, destined for Japan Nuclear Fuel Company, Ltd. , 3-1, 2-chome, Uchikawa Yokasuka-shi, Kanagawa-ken, Japan. The overseas shipment is scheduled to depart from the licensee's facility via truck for Oakland, California on August 24, 1983.

Of the total quantity identified with the project, approximately 22,999 kilograms of low enriched UO2 powder was ir.cluded in the population for verification purpose and included the following quantities and enrichments:

1377 kilograms of 1.40 percent enriched; 3520 kilograms of 1.70 percent enriched; 4527 kilograms of 1.90 percent enriched; 7631 kilograms; of 2.20 percent enriched; and 5944 kilograms of 2.80 percent enriched.

.The low enriched 002 powder was previously produced and packaged in three-gallon metal containers in preparation for shipment. The tare weight of a container is measured prior to packaging and includes the weight of the lid, the ring, the liner if applicable, the type E seal, the wire, and the metal bolt.

, A total of five samples were required, based on the NRC sampling plan, and were randomly sampled using a random samples table. The five samples

  • selected were prorated based on the quantity of material produced for each enrichment. Sample sizes and the licensee's sample data are presented in ,

. 2 Ta,bles I & II. The identity of. the containers sampled, the gross ' weights, the drums the containers were packaged in for shipment, the blend numbers and the drum seal numbers are presented in Table III.

The samples are 'being forwarded to the New- Brunswick Laboratory' under NRC Form-741, transfer series YLJ-CBJ No.19, dated July 17, 1983. The samples will be analyzed for percent uranium and weight percent U 2" (83-20-01).

An examination was made of the sampling frequencies and quality measurements for blends of low enriched UO2 powder produced for the Kashiwazaki Unit 1

.'verseas o shipment. It was determined. that the' sampling frequencies and quality requirements.were in accordance with the.QC' inspector instructions, No. 2.5.2.1 entitled Acceptance Of GE-Wilmington Produced UO2 Powder For Sale, Rev. 19, dated June 14, 1982.
