TESTING FOR UNESCORTED ENTRY. AUTHORIZATION
- s return of Nuclear Thank you for your letter dated 9/20/84 and the Safety Controlled Area examinations that I sent to your office on 2/20/84 and 3/13/84.
Per my discussion with Ken Barr, the. Nuclear Fuel Manuf acturing De pa r tmen t (NFMD) site specific training will be modified to f amiliarize trainees with the NFMD facility, proper entry and egress from controlled areas, changeroom requirements, and general and reporting information such as alarms,' emergency evacuation, injuries or contamination.
This training will be given by lecture The trainee will and video and will'take approximately one hour.
then be required to sign an acknowledgement of the training and provide their birth date and social security number in order for us to enter the documentation in our tracking system (REMTRAC).
An awareness annual refresher session will be given to maintain current

Goode Page 2 November 2, 1984 It is my understanding that the NRC Region II administered comprehensive training course (identified in your office letter of 8/2/84) along with our site specific training, complies with NRC regulations and our site license for those NRC individuals you have identified.
I hope that this approach meets your approval and I request that you provide NRC concurrence on this matter.
Additionally, I am providing the following routine that should be adhered to by NRC personnel for unescorted entry onto our plant site.
I hope this will be helpful to you and the applicable individuals.
(1)
Go to the North Gate.

(2)
Produce NRC ID and driver's license to security personnel.
(3)
Fill out l og s.
(4)
Receive unescorted badging.
Wear badge in an easy to see location near chest.
o If individual is on current NRC list and has received site specific training, the badge will authorize unescorted access to all areas.
If not, internal GE management will be notified and a badge will be issued authorizing unescorted access to all areas except the controlled area.
(5)
Receive parking permit.
Hang permit on rear-view mirror inside vehicle.
(6)
Follow on-site requirements for driving, parking, etc.
(7)
Sign in at Emergency Control Center (ECC) if entering the Controlled Access Area (CAA).
(8)
Sign out at ECC when leaving CAA.
(9)
Follow all site specific instructions as identified in the general site orientation class.
(10)
Turn in ID badge and parking permit upon final ex it from the plant.
