Zion Station Units I and 2 Annual Radiological Effluent Release Report NRC Docket Nos.: 50-295, 50-304 Enclosed is the Annual Radiological Effluent Release Report for January through December, 1996, for Zion Nuclear Power Station. The report was prepared in accordance with the guidance provided in Regulatory Guide 1.21, Revision 1, dated June 1974, with the following exceptions:
l e Meteorological data are provided in quarterly summaries for the year. No hourly data for batch releases are provided. '
- Total body doses to the population and average doses to individuals in the i population from all receiving-water-related pathways are not included. l
. Total body doses to the population and average doses to individuals in the population from gaseous effluents to a distance of 50 miles from the site are not included.
. A complete listing of the sensitivity limits (LI.Ds) for all radionuclides included in this report is not included.
Two copies are enclosed as part of this transmittal, two copies will be provided to Region 111, one copy to the Senior Resident inspector and one copy to the Project Manager.

A summary of changes made to the Commonwealth Edison Offsite Dose Calculation Manual (ODCM) during the period of January through December 1996 and an entire copy of the ODCM, current as of December 3: 1996, was submitted under separate cover letter dated February 27, 1997. l l

{ The abnormal release reported for the third quarter resulted from opening the Main Steam Line Atmospheric Rulief Valves (ARVs) and discharging main steam directly to the atmosphere. Unit i had been in the process
- of shutting down when a Feedwater Heater rupture disc failed causing loss of Condenser vacuum. The ARVs -
l were opened at 8/19/961050 and closed at 8/21/961224. A calculation of mass inputs into and outputs from
) the Secondary System was performed to determine the mass of steam released. Blowdown activity concentrations and ANSI 18.1 1984 mass partition factors were used to estimate the activity re! eased. Of the 7.27E-01 Ci released, approximately 7.27E-01 Ci H-3,2.75E-05 Ci Xe-135, and 2.24E-05 Ci of iodines and particulates were released. The maximum release rate is not known. '

Regulatory Limits The calculated annual total quantity of all radioactive material above background released from each unit at j Zion Station to the atmosphere is limited by off-site dose restrictions stated in the station technical specifications, Off-site Dose Calculation Manual (ODCM), and 10CFR50 Appendix 1. - 2. Maximum Permissible Concentrations Zion Station gaseous effluent release rate limits were not calculated using maximum permissible concentra-tions of activity. Gaseous effluent activity release rates are limited by off-site dose-rate restrictions stated in station technical specifications and the ODCM. The release rate limits were determined by using the ODCM computer code to calculate release rates which would produce a specified instantaneous dose rate at the site boundary. The off-site dose-rate limits are listed below.

Zion Station ODCM Section 12.6.2 requires explanation as to why the inoperablility of liquid or gaseous monitoring instrumentation was not corrected within the time specified in the ODCM to be submitted with the ,
Effluent and Waste Disposal Annual Report. An explanation of LCO compensatory action statements that were l not implemented is also included. ;
On July 5,1996, grab samples were not obtained and analyzed once per shift when monitor ORT-PR07 was )
inoperable because a 25% grace period was inappropriately assumed to be applicable to LCO compensatory action statements.
