This refers to the Construction Appraisal Team (CAT) inspection (Report No.
50-461/85030) conducted by the Office of Inspection and Enforcement on May 20-31 and June 10-21, 1985, of activities at Clinton Power Station authorized by NRC Construction Permit No. CPPR-137.
During this inspection, certain of your activities appeared to be in non-
compliance with NRC requirements, as specified in the enclosed Appendix. A written response is required.
In the Executive Summary under Overall Conclusions, the CAT report identified

five construction program weaknesses that require increased management attention.
Please address each of these concerns in your response.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
The response directed by this letter (and the accompanying Notice) are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
