i DRAFT 2 07/18/84 WATERFORD OPEN ISSUE Task: A-113, A-135, and A-137 Reference No.: 4-84-A-06/8, 30, 'and 32 Characterization: It is alleged that based on the information presented in an EBASCO memorandum on concrete placement records dated December 9,1982, a i 100 percent review of the concrete placement records should have been started 2
and the problems should have been identified on the nonconformance reports (NCRs). It is further alleged that some items which did not result in NCRs may contain deficiencies reportable to NRC pursuant to 10 CFR 50.55(e).
Initial Assessment of Significance: Based on the current knowledge that a l 100 percent review was eventually completed, this item, if found to be valid, i
may not have any direct impact on safety. It may, however, indicate a reluc-tance on the part of the management to quickly respond to problems and to detemine the root causes of the problem.
