The meeting was held to discuss the areas of concern that were identified during the licensee's emergency exercise of April 17, 1985. Specifically, the areas of command and control and flow of information between the various response facilities and offsite agencies were identified as having the potential for degrading emergency response capabilities. The licensee addressed plans for training of personnel and completion of the new Emergency Operations Facility to improve performance in these area '

Weyman, Senior Engineer, VYAPC Meeting Summary The areas of concern identified by the NRC inspectors during the April 17, 1985 emergency exercise were discussed with the license These concerns included weaknesses in the overall direction and control of the simulated

. emergency and poor flow of important information to the directors in the licensee's response facilities and to offsite agencies. The weaknesses identified appeared to be related to procedures, training, and facilities / equipment (Further details in IR 50-271/85-13). The licensee was requested to:

review the Emergency Plan to ensure - that responsibilities and authorities are clearly described,

Perform training for key response personnel,

-

reassess the overall communication system for dissemination of important data and other'information,

-

Reevaluate the frequency of drills to train personnel and test various emergency functions (dose assessment, communications, etc.),

schedule a drill to demonstrate the new EOF and the effectiveness of changes made to address the above area i

-3-The licensee indicated that the new EOF would be fully operational by November 1,1985 and that drill would be held in early September to test the new EOF and train personne An inspection was tentatively scheduled for mid December 1985 to evaluate the effectiveness of changes to of the Emergency Plan, Procedure, training, and facilities.
