NTOL REVIEW 0F BEAVER VALLEY POWER STATION, UNIT NO. 2, HANAGEMENT AUDIT

'We have established July 10, 11, and 12, 1984, as the dates to conduct the audit of the management structure and technical resources for the Duquesne Light Company as part of the ongoing review of their application to operate Beaver Valley 2.

An agenda is enclosed.

Region I (L. Tripp) has been advised regarding the audit and the dates of the visit. However, we understand that the Region will not participate in this audit becuase it lacks the necessary resources. Therefore, the audit will be conducted by NRR.

'e PROPOSED AGENDA MANAGEMENT STRUCTURE AND TECHNICAL RESOURCES REVIEW DUQUESNE LIGHT COMPANY BEAVER VALLEY UNIT 2 Monday, July 9 Travel (Afternoon)

Tuesday, July 10 (All day)

Discussion at Duqnesne Light Co. corporate office with corporate management and staff on how the office organization and resources compare to the guidelines of Section II.B of NUREG-0731, Part II.B of Section 13.1.1 of the Standard Review Plan, NUREG-0800, and Items I.B.1.2 and I.C.5 of NUREG-0737.

Included should be a discussion of applicable administrative policies and procedures that upper management has in place to establish safety goals and practices for the safe operation of Beaver Valley Unit 2.

Interviews with about eight selected corporate managers and corporate staff who provide direction and technical support for Beaver Valley 2 plant operations.

Interviews will include discussion of technical qualifications, job responsibilities, directives and administrative procedures, and interfacing and communication with other corporate staff and with the on-site plant organization, and related matters.

Discussions will also focus on the preoperational and start-up organization and the transfer of responsibilities from construction personnel to operations personnel.

Wednesday, July 11 (All day) and Thursday, July 12 (Morning) l Discussion at the Beaver Valley plant with plant operations management and staff on how the on-site organization compares to the guidelines of Section II.A of NUREG-0731, Section 13.1.2-3 of NUREG-0800, and how the requirements of the following items of NUREG-0737 are being met.
