SUBJECT:
IMPLEMENTATION OF ACTION BY THE EXECUTIVE DIRECTOR FOR OPERATIONS: DIRECT FINAL RULE: " DELETION OF OUTDATED REFERENCES AND MINOR CHANGE" On August 8,1996, the Executive Director for Operations signed the final rule deleting all references to Appendix C, of 10 CFR Part 2 from the Code of Federal Register.
Please implement the E00's action by arranging for publication of the attached final rule in the Federal Register to be effective 60 days after publication and allowing 30 days for submittal of comments after publication. On page one enter the effective date and the 30 days for comments.
Also attached for transmittal to OCA is a Congressional letter package which contains only the Regulatory Enforcement Fairness Act of 1996 letters.
Letters to the standard Congressional committees have not been generated for this minor rulemaking. Also, no public announcement is being made.
In addition, a determination of Environmental Impact: Categorical Exclusion has been made and no Regulatory Analysis has been prepared for this minor action.
