Parts 2 & 51 rulemaking Attached is our suggested redraft of this rulemaking plan. The two major changes i are in FTEs required, where we think the estimate is way too high, as this thing can be drafted in days, if not hours, and secondly, in the schedule, which l projects much too long a time. The redraft proposes a faster schedule, which is  !

still probably unduly conservative for the difficulty of this rule. Other changes are essentially clarifying / editorial.

These changes reflect Jim Lieberman's views.

I have discussed this with Steve Lewis, and he indicates that 0GC comments will be forthcoming today.

Frankly, we are spending a great deal of time on a plan, almost as much as doing the rule itself should require. This is not efficient use of agency time [my i view].
