additional change in direct rulemaking Our additional concern involves 2.201 (b), where we require the licensee to state the reasons for the violation IF ADMITTED.. We wish to change that to: " ... state the reasons for admitting or denying the violation." so either way, we can require reasons. It makes no sense for the licensee to say simply we deny, and not explain why.
