' 06 ADVISORY COMMITTEE ON REACTOR SAFEGUARDS UNITED STATES ATOMIC ENERGY COMMISSION WAsHlNGTON. O.C. 20149 February 17, 1966 MEMORANDlH To
Filea (Brookwoo / 111 stone Point)

From  : R. F. Frale , xecutive Secretary - ACRS

Subject:

ACRS QUESTIONS RELATING TO BROOKWOOD AND MILLSTONE POINT REACTOR PRESSURE VESSELS At the 70th ACRS Meeting it was agreed that the "following" questions relating to teactor pressure vessels should be transmitted orally to the Regulatory Staff for transmittal to the Brookwood and Millstone Point groups as items which they should be prepared to discuss at forthcoming Subcommittee meetings on these pro-jects.

On February 14, 1966 1. trat.smitted the following questions by telecon to E. G. Care.

1) Discuss the consequences of various reactor head and bolting failures. This should include a discussion of the fraction of the head weight / impact energy that the containment could withstand (taking credit for appropriate protective barriers) without impair-ment of the containment function. What would have to be done to contain the full head weight / impact energy. Examples of failure types which might be '

considered include a simultaneous failure of all bolts, " zipper" type bolt failure, brittle failure of the head, etc. Comments concerning the proba-bility of these various types of failure should also be included.

2) Discuss the consequences of a longitudinal pressure vessel failure and what would have to be dc.'e to prevent impairment of the containment function.

Discuss the probability of this type failure.

The following additional topic suggested by Dr. Newson was also discussed with Mr. Case.

3) Can vital systems (e.g., cooling systems necessary to maintain containment integrity) be relied on under accident conditions (e.g.,  !

largest pipe break)?

I also indic ated t;9 Point group ',hould be prepared to discusi,p56br9MS - questions fthat romthe theHillstone list developed on Brookwood (R. F. Fraley memo to E. G. C3se dated Jan. 28, 1966). Mr. Case expressed some reluctance to pass on questions of this nature received orally from the ACRS. I advised Mr. Case that this telecon was an attempt to expedite preparation for the Subconsnit tee meetings, especially on Millstone Point (scheduled for Feb. 18, 1966) and indicated that most*

of these questions would be confirmed in writing.

l l

(* those appropriate questions from the lis t developed f or Brookwood)

Mr. Case indicated that he would discuss this matter with Dr. Doan. On Wednesday morning, Feb. 16, 1966, Hr. Case indicated that he had recein i approval to transmit these questions to Hillstone Point orally and would do so.
