Pursuant to the requirements of 10 CFR 50.55a, Georgia Power Company (GPC) submits herein an updated ten-year inservice inspection / inservice testing (ISI/IST) program for Hatch thit 1. The updated ten-year ISI/IST program was written to the requirements of the 1980 Edition of the ASME Section XI Code with Addenda through Winter 1981 where practical and will become effective on January 1,1986.

As a result of NRC's verbal disapproval in January 1985 of GPC's proposed approach to bring both Hatch units under the same edition / addenda of the ASME Section XI Code as discussed in our August 12, 1983 submittal, GPC proposes in the enclosed ISI/IST program document a different approach.

GPC proposes that a new ten-year inspection program begin on Hatch Unit 2 commencing January 1,1986 and is enclosed therein. Normally, the program update for Hatch Unit 2 would not be required until September 1989.

Differences in the commercial operating dates on which the ISI/IST program dates are based create difficulties at Hatch because a different edition / addenda of the Code would have to be used for each unit. By having the Hatch Unit 1 and Hatch Unit 2 program updates coincide, the administrative workload created by the use of two different Codes would be lessened. While only eighty months of the Hatch Unit 2 ten-year inspection interval will have elapsed by January 1,1986, the remaining examinations from the final forty-months of the current inspection interval will be rescheduled for the first forty-months of the new ten-year inspection 8507020546 850625 G

GPC representatives discussed this approach in January 1985 with the appropriate NRC staff personnel, including the NRC Hatch Licensing Project Manager (LPM), and they were agreeable to this course of action.

Ten (10) controlled copies of the updated ISI/IST programs document for Hatch Units 1 and 2 are provided for your review and approval. By copy of this letter, NRC Region II is being provided with five (5) controlled copies of the updated ISI/IST programs document for their use and information. As recipients of controlled documents, NRC mR and NRC Region II are requested to sign and return the " receipt acknowledgement" forms to the address noted on the subject form. Your cooperation in this regard is appreciated.

Attachments A and B to this letter provide a summary of the ISI and IST changes, respectively, between the programs document submitted herein and that provided by our August 12, 1983 letter. The programs document submitted by the aforementioned letter was written to the requirements of the 1980 Edition of ASME Section XI with Addenda through Winter 1980 where practical.

The IST portion of the updated programs document enclosed herein for Hatch Units 1 and 2 responds to questions and comments generated by and during discussions, meetings, etc. with WC Region II personnel during their review of our August 12, 1983 submittal as assigned by NRC NRR. In addition, the IST portion of the programs document is consistent with the draft 1985 safety for theevaluation report previous IST provided programs by the(i.e.,

update NRC Hatch12, August LPM around 1983 May)1, submittal .

CPC formally requests that NRC NRR task NRC Region II with the review of the IST portion of the programs update enclosed herein since they reviewed our previous IST programs submitted in our letter dated August 12, 1983.

The changes between the IST program submitted previously and that enclosed herein are minimal. NRC NRR is encouraged to pursue this course of action in order to minimize any needless additional review time, to preclude the possibility of a redundant review by personnel (e.g., contractors) not already familiar with the GPC IST programs, and to preclude addressing any questions which have already been responded to by GPC. Review of the IST programs update for Hatch Units 1 and 2 by PC Region II would be mutually beneficial to both NRC and GPC and would help assure a timely review and approval of the IST portion of the programs update.

Stolz, Chief Operating Reactors Branch No. 4 June 25, 1985 Page three When reviewing the updated IST programs, the review, particularly for the valves portion for Hatch Unit 1, should be made against the requirements of Appendix J to 10 CFR 50 rather than the existing Technical Specification requirements because of discrepancies therein. GPC proposed changes to NRC for the Hatch Unit 1 Technical Specifications by letters dated January 26, 1977, March 5, 1979, and February 7, 1984 which would resolve the discrepancies in the existing Technical Specifications. In addition, the March 5, 1979 submittal also provided a revised Appendix J program. To date, WC has not reviewed and approved the proposed changes. GPC requests that WC take immediate action to review and approve our proposed Technical Specification changes so that redundant testing to the requirements of both the Technical Specifications and 10 CFR 50 Appendix J can cease and allow testing to be performed solely to the Appendix J requirements.

GPC formally requests by this letter that interim relief be granted for I the ISI/IST programs update for Hatch Units 1 and 2 in the event that final review and approval of the enclosed document is not provided by the effective date of the update (i.e., by January 1, 1986). Due to the inordinate amount of time in the past for review and approval by NRC of our program submittals, GPC feels that requesting interim approval of the updated ISI/IST programs to be a necessary action. Should NRC's final review determine certain relief requests are unacceptable, at such time CPC will include any such tests, etc. in the updated programs for implementation.

GPC requests that NRC grant the relief requests included in the attached updated 10 ISI/IST p)rograms CFR 50.55a(g document (6). Relief for Hatch requested doesUnits not 1 and 2 public affect in accordance health with and safety.

GPC hereby formally advises NRC of its intent to revise our October 3, 1978 submittal which proposed Technical Specification changes for Hatch Unit 1 relative to inservice inspection. To date, the aforementioned submittal has not been reviewed and approved by NRC. The proposed Technical Specification changes are still needed by GPC. As a result, GPC finds it necessary to revise the submittal in order to " modernize" the proposed Technical Specification changes. It is expected that the changes will be minimal although several items such as the five-year inservice inspection reporting requirement (based on commercial service date) will be deleted since that requirement has already been met. Consequently, GPC requests that WC not act upon our October 3, 1978 submittal. A submittal to

" modernize" the proposed Technical Specification changes for Hatch Unit 1 will be transmitted to NRC tentatively by August 2,1985. NRC is requested to take immediate action upon receipt of those proposed Technical Specification changes.

Pursuant to the requirements of 10 CFR 170, GPC encloses herein a check for the application fee of $150.00 for review of the ISI/IST programs update.

Attachment A The following is a listing of the significant changes from the inservice inspection (ISI) portion of the Hatch program (1980 Edition of ASME Section XI with Addenda through Winter 1980) upgraded to the requirements of the 1980 Edition of ASE Section XI with Addenda through Winter 1981.

General

1. Increased the allowed preparation time for the Form NIS-1 from 120 days after the last examination to 120 days after the end of the outage.
2. Added a statement that the acceptance standards for Class 1, 2, and 3 component supports will be either IWF-3000 or the Section III construction Code for the plant, as applicable.
3. Deleted discussion concerning authorized inspection agency. In its place, a statement on valve stroke timing was inserted. GPC reserves the option to request at a later date any needed relief concerning the authorized inspection agency.
4. Relief Request 2.1.5 concerning basic calibration blocks has been moved to Section 8.0 (General Relief Requests) and new relief request concerning the surface examination of the reactor pressure vessel support skirt has been inserted.
5. Added Relief Requests 2.1.6.2 and 2.1.6.3 concerning the examination of certain nozzle-to-safe end welds.
6. Revised 2.1.7.3 to clarify contents and to incorporate WC comments in the 1974 ISI Program Safety Evaluation Report (refer to WC letter dated July 29, 1983).
7. Revised 2.1.9.2 to clarify contents.
8. Revised Table 1 to incorporate Winter 1981 Addenda format changes.
9. Revised 3.0 to incorporate NRC comments in the 1974 ISI Program Safety Evaluation Report.
10. Relief Request 3.1.2 concerning basic calibration blocks has been moved to Section 8.0 (General Relief Requests) and a new Relief Request concerning the surface examination of welded attachments on RHR, CS, HPCI, and RCIC suction lines from the torus has been inserted.
11. Revised Table 2 to incorporate Winter 1981 Addenda format changes.
12. Added Relief Request 4.1.3 concerning the pressure test on Plant Service Water System.
13. Table 3 (IST Program for ASME Class 1, 2, and 3 Support Components) of the Winter 1980 Addenda Program has been renumbered to Table 4. Now Table 3 is the ISI Program for ASME Class 3 Components.

Relief Request 8.1.5 concerning Form NIS-1 was also in the previous program; however, it was not shown as a relief request.

Attachment B This attachment is a listing of the significant changes from the inservice testing (IST) portion of the Hatch program (1980 Edition of ASME Section XI with Addenda -through Winter 1980) to the program upgraded to the

. requirements of the 1980 Edition of ASME Section XI with Addenda through Winter 1981.

The- following areas were revised in response to the WC draft Safety Evaluation Report received in May 1985.

1. Revised the vibration parameters in Section 7.0 for the safety-related pumps.
2. Added statement in Section 6.0 to verify the position of passive power operated valves.
3. Revised Pressure Isolation Valves in Section 6.0 to clarify the technique used.
4. Added paragraph in Section 6.0 discussing the reasons for not testing the valves in the Compressed Air Systems.
5. Added Hatch tk11t 1 SBGT valves 1T46-F002A&B to the program.
6. Revised Notes 6, 8, & 9 and added Note 16 concerning the testing of pressure flow control valves.
7. Revised Note 7 concerning the solenoid valves located on the Hatch Unit 2 RW Service Water and Plant Service Water pump cooling water lines. Deleted the Hatch tk11t 1 valves from the program to reflect their physical removal from the system.
8. Revised Relief Request 6.1.15 to assure that the maximum stroke times applied to each valve are as short as practical.
9. Reduced upper values for 1(2) Ell-C001A, B, C, D and 2P41-C002.

' The following areas were also revised.

1. The Fuel Pool Cooling and Cleanup manual valves were deleted from the

, program, t 2. Revised Relief Request 7.1.1 to remove the statement, "the bearing temperature of the motor will be monitored".

3. Added the previously approved relief request (refer to WC letter dated May 10, 1985) for the Main Steam Isolation Valves leakage testing (See Relief Request 6.1.23).
4. A statement was added delineating the reason for not bench testing the Rm thermal relief valves.
5. Relief Request 6.1.21 was deleted because it is not applicable.

6. The checking of the lubricant level for certain pump motors was deleted in Relief Request 7.1.4 because it is not required by Code.
7. Relief Request 7.1.5 was revised to clarify contents.
8. Relief Request 7.1.6 was deleted because it is not applicable. The relief request for the Core Spray jockey pumps and the Standby Diesel Generator service water pumps was changed from 7.1.6 to 7.1.4
9. The Hatch Unit 2 plant service water pump discharge check valves (2P41-F311A, B, C, D) were added to the program.
10. The ASME Section XI Code category for Hatch Unit 1 HPCI valve E41-F008 was changed from A to B.
11. The original Hatch thit 2 24" RHR check valves (2 Ell-F050A, B) were I replaced with 18" check valves during main recirculation piping replacement and the program revised to reflect this change.
12. For Hatch Unit 2 Core Spray valves 2E21-F006A, B, the leakage criteria was changed from CIV to PIV to correct a typo.
13. Hatch Unit 2 FPCI valve 2E41-F008 was added to the program to be consistent with the Hatch thit 1 valve listing.

Attachment B O This attachment is a listing of the significant changes from the inservice

testing (IST) portion of the Hatch program (1980 Edition of ASE Section XI with Addenda through Winter 1980) to the program upgraded to the requirements of the 1980 Edition of ASE Section XI with Addenda through Winter 1981.

The following areas were revised in response to the EC draft Safety Evaluation Report received in May 1985.

1. Revised the vibration parameters in Section 7.0 for the safety-related pumps.
2. Added statement in Section 6.0 to verify the position of passive power operated valves.
3. Revised Pressure Isolation Valves in Section 6.0 to clarify the i technique used.
4. Added paragraph in Section 6.0 discussing the reasons for not testing the valves in the Compressed Air Systems.
5. Added Hatch thit 1 SBGT valves 1T46-F002A&B to the program.
6. Revised Notes 6, 8, & 9 and added Note 16 concerning the testing of O pre ==ure r1o coatrat ve1ves-
7. Revised Note 7 concerning the solenoid valves located on the Hatch Unit 2 Rm Service Water and Plant Service Water pump cooling water lines. Deleted the Hatch thit 1 valves from the program to reflect their. physical removal from the system.
8. Revised Relief Request 6.1.15 to assure that the maximum stroke times applied to each valve are as short as practical.

9. Reduced upper values for 1(2) Ell-C001A, B, C, D and 2P41-C002.

The following areas were also revised.

1. The Fuel Pool Cooling and Cleanup manual valves were deleted from the program.
2. Revised Relief Request 7.1.1 to remove the statement, "the bearing temperature of the motor will be monitored".
3. Added the previously approved relief request (refer to MC letter dated May 10,1985) for the Main Steam Isolation Valves leakage testing (See Relief Request 6.1.23).
4. A statement was added delineating the reason for not bench testing the Rm thermal relief valves.

6. The checking of the lubricant level for certain pump motors was deleted in Relief Request 7.1.4 because it is not required by Code.
7. Relief Request 7.1.5 was revised to clarify contents.
8. Relief Request 7.1.6 was deleted because it is not applicable. The relief request for the Core Spray jockey pumps and the Stan&y Diesel Generator service water pumps was changed from 7.1.6 to 7.1.4 ,
9. The Hatch Unit 2 plant service water pump discharge check valves (2P41-F311A, B, C, D) were added to the program.
10. The ASME Section XI Code category for Hatch thit 1 WCI valve E41-F008 was changed from A to B.
11. The original Hatch thit 2 24" RHR check valves (2 Ell-F050A, B) were replaced with 18" check valves during main recirculation piping replacement and the program revised to reflect this change.
12. For Hatch Unit 2 Core Spray valves 2E21-F006A, B, the leakage criteria was changed from CIV to PIV to correct a typo.
13. Hatch Unit 2 WCI valve 2E41-F008 was added to the program to be consistent with the Hatch thit 1 valve listing.
