20555 NRC DOCKET 50-366 OPERATING LICENSE NPF-5 EDWIN I. HAICH NUCLEAR PIANT UNIT 2 REQUEST 70 NEND TEDNICAL SPECIFICATIONS Gentlenen:
Georgis Power Cmpany's (GPC) letter dated April 10, 1984 provided a description of the modifications planned to satisfy NUREG-0737 Item
.II.E.4.2(7), which requires that contaiment purge and vent valves close autmatically on a high contaiment radiation signal.
It was stated in the Jetter that revisions to Technical Specifications would be subnitted h llowing implenentation of the modifications.
The modificatiens have recently been cmpleted at Hatch Unit 2.
In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59 (c) (1), GPC proposes to anend the Plant Hatch Unit 2 Technical Specifications (Appendix A to Operating License NPF-5) to reflect the implenentation of Iten II.E.4.2(7).
The proposed change adds limiting conditions for operation, trip setpoints, and surveillance requirenents for the monitors which provide the high radiation isolation signals to the contalment purge and vent valves.
The trip setpoint was calculated such that no -accident would result in radiation doses at the site boundary exceeding the EPA Protection Action Guide limits of 1 Ren whole body and 5 Ren thyroid.
The calculation was performed asstraing a delay of 30 minutes fra the time the setpoint is exceeded to the time of valve closure.
Because of this significant margin, response time testing of the radiation monitors is not considered necessary and is not proposed.
