Dear Mr. Doncsecz:
By letter dated December 19, 2019 (Agencywide Documents Access and Management System
[ADAMS] Accession Number ML19357A042), you submitted to the U.S. Nuclear Regulatory Commission (NRC) a document with a certified amount of financial assurance and associated annual self-guarantee (SG) test for special nuclear materials license SNM-95. The Financial Assessment Branch of the Division of Rulemaking, Environmental, and Financial Support in the Office of Nuclear Material Safety and Safeguards conducted the technical review of the adequacy of the submittal for SNM-95.
The NRC staff concludes that the SG meets or exceeds the financial test criteria for a nonprofit university that issues bonds, is acceptable for providing decommissioning financial assurance, and complies with Title 10 of the Code of Federal Regulations (10 CFR) Paragraphs 70.25(f)(2) and Appendix E to 10 CFR Part 30. The submittal is consistent with NUREG-1757, Volume 3, Rev. 1, Consolidate Decommissioning Guidance: Financial Assurance, Recordkeeping, and Timeliness, (ADAMS Accession Number ML12048A683). A technical evaluation report for the analysis of the materials licenses is enclosed.
In accordance with 10 CFR Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and the enclosure will be available electronically for public inspection in the NRC Public Document Room or from ADAMS. The ADAMS database is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
