3.1 Carrier - any person engaged in the transportation of passengers or property by land or water, as a common. contract, or private carrier; or by Civil Air Craft. (10 CFR 71.4) 3.2 Closed Transport - a vehicle equipped with a securely attached exterior enclosure which, during normal transport, restricts the access of unauthorized persons to. the cargo space containing the radioactive materials.
The enclosure may be either temporary or pe rmanent ,
may be of the "see-through" type, and must limit access from the top, sides and ends.

3.3 Containment System - means the components of the packaging intended to retain the radioactive contents during transportation .

3.4 Contaminated Equipment - any equipment contaminated with levels of loose or fixed contamination which exceeds the unconditional release limits from the Radiation Controlled Area as specified in a?-1-152, Reference 2.6.

3.5 Exclusive Use --(also referred to in other regulations'as " sole use" or " full load") means the sole use. of a' conveyance by a single
! consignor and for which all initial, intermediate, and final loading l and unloading are carried out-in accordance with the direction of I

l 3.6 Normal Form Radioactive Material - radioactive material which has not been demonstrated to qualify as special form radioactive mater-ial. [49 CFR 173.403(s)]
3.7 Package - the packaging together with its radioactive contents as presented for transport. [49 CFR 171.8 and 49 CFR 173.403(e))
3.8 Packaging - the assembly of components necessary to ensure compliance with the packaging requirements of 49 CFR 173. It may consist of one '
or more receptacles, absorbent materials, spacing structures,. thermal insulation, radiation shielding, and devices for cooling or absorbing mechanical shocks. The vehicle, tie-down system and auxiliary equipment may sometimes be designated as part of the packaging.

3.9 Radioactive Material - any caterial exceeding the r*Jiation and/or contamination levels specified in HP-1-152, Referance 2.6.
3.10 Special Form Radioactive Material - radioactive material which satifies the following conditions:
- 1. It is either a single solid piece or is contained in a sealed-capsule that-can be opened only by destroying the capsule;
- 2. The piece or capsule has at least one dimension not less than 5
. millimeters (0.197 inch); and 1
- 3. It satisfies the test requirements of 49 CFR_173.469 and 10 CFR
-71.4.

Technical Procedure RW-2-500 Radioactive Material Shipments Revision 2 4.7 The cognizant department head requesting a radioactive material shipment is respinsible for providing the Radwaste Supervisor the necessary packaging material, an isotepic breakdown of the radioactive material to be shipped and the shipment date.
5.0 PREREOUISITES 5.1 Prior to transferring any licensed quantity of radioactive material, the Radiation Protection Superintendent shall verify that the con-signee's license authorizes the receipt of the type, form and quantity of radioactive material to be shipped. The Radiation Protection Superintendent must assure that at least one of the following criteria is met. (10 CFR 30.14) 5.1.1 Have in his possession and read a current copy of the con-signee's specific license or registration certificate, or; 5.1.2 Have in his possession a written certification by the con-signee that he is autnSriz,ed by the licensed or registration certificate to receive the type, form and quantity of radio-active material to be Oransferred, specifying the license or registration certificate number, issuing agency and expiration date, or; 5.1.3 For emergency shipments, the Radiation Protection Superinten-dent may accept oral certification by the consignee that he is authorized by the license or registration certificate to receive the type, form and quantity of radioactive material to be transferred, specifying the-license or registration rerti-ficate number, issuing agency and expiration date, provided the oral certification is confirmed in writing within ten (10) calendar days, or; f,

or the licensing agency of an Agreement State as to the identity of licenses and the scope and expiration dates of

the licenses and registration, or;
! 5.1.5 If none of the aforementioned methods are readily available j or when he desires to verify that information received is correct or up-to-date, he may obtain and record confirmation l from the NRC or licensing agency of an Agreement State that i
! the consignee is licensed to receive the radioactive material.
5.2 When using a USNRC certified package for transporting radioactive j material, the following shall be met: (10 CFR 71.12)
- 5.2.1 The USNRC Director of Nuclear Material Safety and Safeguards shall be notified in writing of the intent to use the certified package prior to first use.
5.2.2 A copy of the package's USNRC Certificate of Compliance and Safety Analysis shall be on file prior to use.

! 5.2.4 Each package of radioactive materials which conforms to the requirements for Type A or Type B packaging must be plainly f and durably marked'on the outside of the packaga in letters at l least h inch high, with the words " TYPE A" or " TYPE B" as appropriate. (49 CFR 172.310) l 5.2.5 The packaging shall be ccnspicuously'and durably marked with its model number, gross weight, and'a package identification number assigned by the Nuclear Regulatory Commission.

5.4 If special loading / unloading instructions are required notify the consignee prior to the first shipment.
5.5 Advance notification of radioactive waste shipments shall be made in writing to the office of each appropriate governor or governor's -
designee (Attachment 12.25) and to the Director of the Nuclear Regulatory Commission Inspection and Enforcement Office Region IV in-accordance with Attachment 12.21. Advance notification is required-when:
5.5.1 The radioactive waste is required to be in Type B packaging
! for transportation and; 5.5.2 The radioactive waste other than irradiated fuel is being t ansported through, or across state boundaries to a. disposal site or to a collection point for transport to a disposal site an?;
5.5.3 The limits in Attachment 12.2 are exceeded; and 5.5.4 The quantity of irradiated fuel is less than that subject to advance notification requirements of 10 CFR Part 73. (10 CFR 71.97) l l

. 5.6 If the notification furnished to a governor or governor;s designee
- l. in accordance with step 5.5 will not be met, contact a responsible l j individual in the office of the governor of the state or of the l governor's designee and inform that individual of the extent of the delay beyond the schedule originally reported. The Nuclear Waste 1 Revision Notification Form (Attachment 12.22) shall be completed and
- filed in the radioactive materials shipment file. (10 CFR 71.9)
- 5.7 If a shipment is canceled for which advance notification has been sent in accordance with step 5.5 a Nuclear Waste Cancellation Noti-i fication Form (Attachment 12.23) shall be sent to the governor of I each state or the governor's designee previously notified and to the Director of the Nuclear Regulatory Commissica Regional Office listed in 10 CFR 73, Appendix A. A copy of this notice shall be filed in the radioactive materials shipment file.
- 5.8 For Placarded quantities of radioactive material shipments ensure the driver is c>- ' lied in accordance with 49 CFR 391.
5.9 Prior to each shipment of Type B quantity of radioactive material, the consignee shall be notified of the dates of shipment and of expected arrival.
5.10 Prior tc each shipment of Highway Route Controlled quantity or radioactive material performed the following:
5.10.1 Notify the consignee of the dates of shipment and expected arrival.
5.10.2 Notify each consignee of any special loading / unloading instruc-tions prior to the first shipment.

5.10.3 Within 90 days following acceptance by a carrier of any package containing a highway route controlled quantity of radioactive material for transportation tar public highway, the following information shall be filed with the Associated Director for Hazardous Materials Regulation, MTB:
5.10.3.1 The carrier's route plan required under 49 CFR 172.825 (C). Any supplement to the route plan prepared in accordance with 49 CFR 172.825 (C) shall be filed within 90 days of receipt from the carrier; 5.10.3.2 A statement identifying the name and address of the shipper, carrier and consignee; and 5.10.3.3 A copy of the shipping paper or the description of the radioactive material required by 49 CFR 172.202 i and 172.203.

5.11 Each package of radioactive vaste for disposal shall be marked Class A, B, or C.
5.11.1 Radioactive waste shipment to Barnwell, South Carolina the Waste Class must be marked as-follows:

6.2 Radioactive material shipments that are to be maintained " Exclusive Use" must be loaded by the consignor and unloaded by the consignee from the transport vehicle in which originally loaded with no side trips or stops to pick up additional radioactive material. Specific instructions for maintenance of " Exclusive Use" shipment controls must be included with the shipping paper information. (49 CFR 173.425 and 441) 15

6.3.1 Notify the CNSI Barnwell Facility after shipment departure.
Thia notification chould be made within one hour after depar-ture and shall be documented on the Chem-Nuclear Barnwell Facility / South Carolina Department of Health and Environmental Control Notification Form (Attachment 12.26).
NOTE Telephone Notification after normal working hours are recorded on tape at the burial site and are processed the next working day.
6.3.2 Notify the South Carolina Department of Health and Enviroamen-tal Control after shipment departure. This notification should be made within one hour after departure and shall be documented on the Chem-Nuc' lear Barnwell Facility / South Carolina Department or Health and Environmental Control Notification Form (Attachment 12.26).
6.4 Notification of cadioactive waste shipments destined for the U.S. '
Ecology Hanford facility shall be performed after shipment departure.
This notification should be made within one hour of Shipment depar-ture and shall be documented on the U.S. Ecology Notification Form (Attachment t2.27). The Transportation Broker, if used, should perform an independent notification.
6.5 For radioactive waste shipments only, acknowledgement of receipt must be received by Iouisiana Power and Light within 20 days after shipment. If ackacwledgement of receipt has not been received within this time frame, an investigation shall be performed as follows: (10 CFR 20.311) 16

10.8 Shipment of Radioactive Fissile Material 10.8.1 Fissile material is any material consisting of or contain-ing one or more fissile radionuclides. Fissile radio-nuclides are plutonium-238, plutonium-239, plutonium-241, and uranium-235 Neither natural nor depleted uranium are fissile material.
10.8.2 Ensure all applicable prerequisites are met.
10.8.3 Classify each package of fissile material into one of the following three classes according to the controls needed to provide nuclear criticality safety during transportation.
10.8.3.1 Fissile Class I - A package which may be trans-ported in unlimited numbers and in any arrange-ment, and which requires no nuclear criticality safety controls during transportation. A trans-port index is not assigned for purposes of nuclear criticality safety but may be required because of external radiation levels.

LIMITED QUANTITY RADIOACTIVE SHIPMENT CEECKLIST INITIAL
- 1. Package survey, and Limited Quantity Certification Statement, RSR, Bill of Lading completed.
