THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)

SUPPORT FOR THE NUCLEAR REGULATORY COMMISSION (NRC) LICENSING 0F SHOREHAM NUCLEAR STATION We have received your October 27, 1983 memorandum regarding your review of the Long Island Lighting Company (LILCO) Transition Plan, Revision 1.

You state that you plan to meet the December 1,1983 date for transmission of your findings to NRC; however, an extension of 60 days until February 1,1984, would provide FEMA and the RAC members with additional time needed to conduct a more detailed review.

We agree that a thorough review should be made, which would place FEMA in a more confident position to defend its review before the Atomic Safety and Licensing Board.

LILC0 has informed us that on November 7, 1983, they transmitted 15 copies of Revision 2 of the LILC0 Transition Plan to the FEMA Regional Office; we are transmitting you a copy under separate cover.

Therefore consistent with our earlier conversation on this matter, we request that you review Revision 2, and we are extending the date for transmission of FEMA findings to NRC by an additional 60 days until February 1,1984 We will inform the Atomic Safety and Licensing Board of this change in dates.
