The Federal Emergency Management Agency (FEMA) Support for the Nuclear Regulatory Commission (NRC) Licensing of Shoreham Nuclear Station The purpose of this memorandum is to advise you of FEMA's position regarding transmission, by December 1,1983, of " findings and determinations" on the Long Island Lighting Company (LILCO) Transition Plan (Revision 1).
This finding will be based on an independent review of the Transition Plan by the FEMA Region 11 Regional Assistance Committee (RAC).
While FEMA is planning to meet the December 1,1983 date, an extension of 60 days (February 1,1984) would provide FEMA and the RAC members with the additional time needed to conduct a more detailed review. This extension would result in a more thorough review of the plan and would place FEMA in a more confident position to defend its review before the Atomic Safety and Licensing Board (ASLB). Also, this Indditional time frame would allow FEMA and the other RAC agencies to continue other scheduled activities now underway. These activities include the Salem full-scale exercise scheduled for the week of October 24, 1983; review of the Revised Cinna Plan; plan review for Oyster Creek, and preparation for ASLB hearings for the Shoreham Nuclear Power Station distinct from this finding. Since early 1982, FEMA Region II and the RAC have had to allocate considerable resources to respond to the pressing matters associated with Indian Point.
We have just begun to reschedule and establish priorities associated with the processing of plans under the formal 44 CFR 350 process. A finding date for Shoreham of December 1,1983, will further disrupt this critical process.
Furthermore, FEMA and the RAC did not receive their copies of the "LILCO Transition Plan" until October 5,1983.
It must be recognized that in order to meet the deadline now in effect, the individual RAC members' review must be completed by November 4,1983, to allow sufficient review time for FEMA Region II and Headquarters such that a December 1,1983, date can be met.
