Dear Mr. Eisenhut:

Fast Cold Starts of Diesel Generators Generic Letter 83-41 Reference 2 contained a voluntary request for infomation concerning the fast cold starts of diesel generators (i.e., starts with rapid acceleration and loading without prelubrication and wamup).

In Reference 3, the District provided a response to Reference 2 which stated that Fort Calhoun's emergency diesel generators are provided with prelubrication and wamup capabilities.

The Fort Calhoun diesel generators are kept warm by a water jacket inmersion heater and a lube oil pump which circulates oil when the generator is not op-erating.

For these reasons, the District concluded that the concerns of NRC Generic Letter 83-41 were not applicable to Fort Calhoun Station.

Subsequently, the Omaha Public Power District received Reference 4.

This letter requested that certain information regarding diesel generator relia-bility be submitted.

In order to respond to this request, considerable research was conducted and numerous conversations were held with the manu-facturer of the Fort Calhoun diesel generators. Through these conversations it was ascertained that although the diesel generators are kept warm and are equipped with a lube oil heater, these items are not sufficient to eliminate the stresses associated with fast cold starts.
