NOTIFICATION OF UNUSUAL EVENT 1 I

i On Friday, May 22,-1992, at 0802 hours0.00928 days <br />0.223 hours <br />0.00133 weeks <br />3.05161e-4 months <br />, a Notification of Unusual Event (NOUE) 1s declared in accordance with Emergency Plan Implementing Procedure EC 02, El:ERCENCY CIASSIFICATIONS. Thia procedure requires a NOUE be declared if a fire within the_ plant occurs and lasts for more than 10 minutes.

Clinton Power Station was shutdown at 0% power in a Refueling Outage in Mode 4 when the fire occurred.

At approximately 0700 hours0.0081 days <br />0.194 hours <br />0.00116 weeks <br />2.6635e-4 months <br /> on May 22, 1992, a licensed Reactor Operator noted unusual offgas charcoal adsorber bed temperatures while performing a routine walkdorn of control room panels. Af ter monitoring charcoal adsorber bed temperatures, plant operators placed the beds in the " bypass" mode in response to a possible charcoal fire. -The NOUE was declared based on local confirmation that the external vessel surface was hot and that the chart recorder indicated the adsorber bed temperature was greater than 300*F, At 0811 hours0.00939 days <br />0.225 hours <br />0.00134 weeks <br />3.085855e-4 months <br /> the 're Erigade was activated; at 0852 hours0.00986 days <br />0.237 hours <br />0.00141 weeks <br />3.24186e-4 months <br />, nitrogen (N 2 )

flow to the charcsat beds was established using portable bottles in accordance with site operating procedures The State of Illinois was notified of the NOUE at 0814 hours0.00942 days <br />0.226 hours <br />0.00135 weeks <br />3.09727e-4 months <br /> on Friday, May 22, 1992, and the Nuclear Regulatory Commission (NRC) Incident Response Center was notified at 0826 hours0.00956 days <br />0.229 hours <br />0.00137 weeks <br />3.14293e-4 months <br />. The NRC Resident Inspector was notified at 0827.

IP developed criteria for determining when the fire could be considered extinguished, These criteria required a concentration of less then 10 ppm

  • Response Center was notified of the termination at 1918 hours0.0222 days <br />0.533 hours <br />0.00317 weeks <br />7.29799e-4 months <br />. The NRC Resident Inspector was also notified.
