I In our previous evaluation-(letter to Itcensee dated December 29, 1977) we concurred with the licensee's suggestions but added in substance the following reconmendations:

We insist again that the repairs should be perfomed as planned and not later than the and of the refueling outage of 1978.

Section 4.4.2.2A of the Technical Speciffcattons for Three Mile j

Inland Unit No.1 (TMI-1) requires four inspections of the l

containment ring girder at various times after the Structural Integrity Test. It also states that the requirement for further i

inspection will be detemined following review of the report of i

the fourth inspection.

The Itcensee indicates that, since the six month, one year, two j

years, and three years surveillance inspections have not uncovered any significant structural problem, Metropolitan Edison Company, in accordance with Technical Specification 4.4.2.2A does not plan to conduct further ring girder surveillance tests.

On the bests of our previous evaluations and the new information provided by the licensee in the report cited above, we concur with I

the licensae's decision. This recoseednation is contingent upon the perfomance of planned repairs in accordance with our recom-mandation (1) above.

We also recommend that during further service surveillance pro-cedures perfomed in accordance with the reconnendations of the Regulatory Guide 1.35 a visual inspection of the. ring girder be performed by the licensee and its results reported to the NRC as a

provided in R.G. 1.35.

i Our review of the submissions by the Itcensee (including submission (1)) listed above found that it conforms with our suggastions and recommendations.
