Facility: Consu=cre Power Coupany (Midland Unit 2) f (Docket No. 50-330) Midland, Michigan - - Subject _: BULGE IN CONTAINMENT LINER PLATE A bulge was discovered in the containment liner plate at approxirately 11:00 p.m., February 26, 1977, during a routina wcckend walk through of the construction area. The contain cst liner was separated from the concreta by a max 1:tum of three feet in an area cpproxicately 20 fest vide cud 107 feet high. The liner place had pulled away from penocra-tion areas and vater was observed coming through tears in the liner plate. Additional holes vere cut in the liner plato to facilitate drainin~,; havaver, water continued to flow. "he construction water supply was then valved off and the drainage stopped. The source of the water is reported to have been the 2-inch construction vater line imbedded in the concrete. Thia vatcr supply is used prinsrily to vet down the conrete during ths curing process. Thrco holca, 12 incheo vida cnd 24 inches high, were cut in the bulge to inspect for dc=cga. Concrete ucs obcarved to have been pulled out by the angle iron inbcaments that are velded to the linor 01sta. Ths extent of the damage and the i= pact on the conctruction schedule is not known at this time. Region III dicratched an inspactor to the sits on Monday, February 28, and will follow this event closely. Local press intercot is anticipated due to the current public hearing regarding continuation of the Construction Percit. The licencca has issued a preso release. Region III received. notification of this occurrence from the Project l QA Administrator of Consut. ara Powar Company at 1:15 p.m., February 28, 1977.
