INSPECTION PLANS FOR UNDERPINNING ACTIVITIES FOR SOILS WORK AT THE MIDLAND SITE This is to confirm our discussions that *we plan to dedicate Ross Landsman as the Region III inspector responsible for conducting the inspection of underpinning activities at the Midland site. In connection with this assignment, I request that you do the following-1. Prepare a special inspection plan outlining thu types of inspections and frequency of inspections to be performed at the-Midland site. This plan should be developed in conjunction- - with NRR to assure that it covers the. unique technical issues they foresee in this project, and should be tied to the planned work schedule which has been received from Midland. This plan should include the types of specialized inspections we anticipate which may require other types of technical specialists. 2. .Even at such times as specialists are involved, I would ikke for' Ross to participate in such inspections to assure continuity-throughout this entire project. 3. As part of the cchedule you propose, I would like an estimate of the time you think that w.411 be required to carry out this inspection effort. $lA $. Charles E. Replies were made by return call this same day. ~ (1) The information regarding surcharging of the BWST valve pits and associated crack monitoring requested July 15, 1981 by D. Boyd and J. Kane is being forwarded by cover letter dated July 21, 1981. Express copies to NRR and IE-RIII will be delivered today and are being mailed to the U.S. Army Corps of Engineers, Detroit District. ~ This matter is impacting construction and expedited review is requested by CPC. A. If the Corps receives its copy by July 27, 1981, Mr. J. Kane and others will provide staff coninents on July 23 letter by telecon on July 30, 1981. - (2) The borings and sar:pling for' the reviseo location of the eight interceptor dewatering wells for the Service Water Structure have been completed. What information does the staff need for its review? A. CPC should. provide a letter stating the results and its. coaclusions as to whether the material encountered is adequately protected by the filter pack on the basis of the visual and lab test classification results. Summary of the lab results should be enclosed with the letter. (3) CPC stated that the same technical specification QC instructions and CPC overinspection plan used for the twelve interceptor wells previously approved by 14RC will also be used for the balance of the plant area dewatering wells. Other than documentation of this statement, what information does NRC need for approaval of well installations of these remaining area dewatering wells? A. tir. Kane questioned the applicant's need for an additional partial approval (well installation) as compared to over- ) all resolution of the permanent dewatering system design. CPC will reply in a forthcoming letter. In order to "'"'h.................. ..n>' - =ceu re oc semeu os.o OFFICIAL RECORD COP'i._G 'v 'o' M o 5 *3ff n"a N '5-J i u v y__

I o' ' AUG 16 respond, Mr. Kane indicated that past staff coments on the pemanent dewatering system review should be checked, particularly 50.C4(f) Request 47 and from the draft Corps letter of April 16, 1981 provided CPC during the oral deposition of J. Kane..The NRC would also need reasonable assurance that the gradations of foundation materials within the depth interval where the remaining well screens are to be placed are adequately protected by the filter pack. A more complete NRC reply will be provided about August 21, 1981. (4) When will the draft 4/16/81 letter request of the Corps (which is being revised based upon the nieeting of May 5-7, 1981) be issued? A. At the moment, Mr. Kane's higher project priorities include hearing support, seismic spectra reviews, BWST surcharge, dewatering installation, and dike and CGB boring / sampling resul ts. Issuance of the revised letter requests are not expected until af ter mid-September. (5) CPC's report on crack analysis requested by the Naval Surface Weapons Center and due July 20, 1981 will be delayed until August 10, 1981. (6) The staff requested that a visit by its Caseload Forecast Panel to asshss overall completion schedules be scheduled about August 25-27, 1981. Discussions should be held at a location readily accessible to the public. (7) Discussions also included the general status of the overall OL review.
