SUBJECT:

MIDLAND PLANT, UNITS 1 & 2 I have just reviewed the file on the Midland Plant, Units 1 & 2 and have spoken to the NRC Project Manager (D. Hoo8).

I believe there is an unresolved safety issued in the poor quality of fill material under the containment and other vital structures as evi-danced by the settlement observed with the diesel generator building.

Please review the infomation available and, if you concur in g view, send a memo to that effect suggesting a Subcommittee meeting to the Subcommittee Chaiman (P. G. Shewmon) with copies to all ACRS members and put a copy in the 242nd ACRS meeting folder under the tab for future

-agenda.

Other topics for consideration by the Subcommittee ~ should include; over-all QA performance and security in the face of several acts of apparent I

sabotage.
