Since the initial technical reviews on N-1 loop operation were initiated during 1978, a number of organizational changes have occurred at the Westinghouse Electric Corporation.

Some of these changes have involved individuals with responsibilities on the N-1 technical and licensing revicws.

We have been advised by Westinghouse that due to this time lapse, the number of personnel involved in this effort and the fact that we are the lead plant on N-1, it is necessary for Westinghouse to confirm the adequacy of the documentation being used to support the pending amendment.

Westinghouse has a high degree of confidence that this effort will reconfirm the adequacy of the NSSS plant design for N-1, and the review will have a positive impact on subsequent licensing issues for N-1 on a generic basis.

Therefore, to provide Westinghouse the necessary time to cmplete this effort, we are requesting that the pending SER identify that the amendment approval is conditioned on cmpletion of a " confirmatory design review".
