Millstone IIuclear Fover Station, Unit :;o. 2 Cycle h Refueline - Easic Safety Retort Attached please find the Basic Safety Report (ESR) submitted in support of the Millstone Unit No. 2, Cycle h relcad.

The ESE is interded to serve as a reference fuel assembly and safety analysis report for the use of 'destinghcuse fuel at Millstone Unit No. 2.

As indicated in previcus correspcndence, this reload vill te the first instance in which ~4estinghouse vill supply the fuel and safety analyses fcr a non-Westinghouse NSSS. As a result, Northeast Nuclear Energy Company (NNECC) is submitting this document on an accelerated schedule to afford the 52C Staff additional review time.

Specifically, the attached docu.ent is being provided approxi ately six months in advance of the scheduled criticality date cf September 1, 1930.

Future submittals supporting the reload effort vill be docketed in accordance with the schedule provided in Reference (1).

It is our intention to discuss the schedular aspects of the revisv prceess as well as other technical concerns during a meeting with the Staff tentatively scheduled for March 18, 1980.

Due to the proprietary nature of pcrtions of the caterial contained in the attached report, NNECC recuests that the proprietary version of the Basic Safety Report be withheld from public disclosure in accordance with the
