SEP16 991 NLR-H91151 LCR B9-15, Supplement United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlement SUPPLEMENT TO REQUEST FOR AMENDMENT HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 In accordance with the requirements of 10CFR50.90, Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating License NPF-57 for the Hope Creek Generating Station. Pursuant to the requirements of 10CFR50. 91 (b) (1) , a copy of this request for amendment has been sent to the State of New Jersey.

This submittal supersedes certain changes proposed in PSE&G letter NLR-N89202, dated January 24, 1990. Modified SORC memberohip and quorum requirements are being proposed, as well as a revised description of the administrative procedures requiring SORC review. The attached Hope Creek Technical Specification page letter.

replaces the corresponding page of the January 24, 1990 None of the other previously proposed changes are affected by this letter.

SORC Membershio and Ouorum The Maintenance Manager would be a designated Vice Chairman.

This would bring the total number of Vice Chairman to three, consistent with the present Salem SORC. "I&C Engineer" is being replaced by " Maintenance Engineer," which is the more generic title and includes the I&C Engineer. " Systems Engineer" would be replaced by " Technical Engineer," which is the correct title for c

4 Document Control Desk ~2- IO NLR-N91153 managers. In the proposed SORC membership, one operating Engineer, one Technical Engineer and one Maintenance Engineer would be permitted to serve as a SORC member at any given time.

In order to assure continuity, rotation or membership within these positions would be controlled by administrative procedure and subject to the approval of the General Manager - Hope Creek Operations.

Removing "or his designee" following onsite Safety Review Engineer specifies that alternates from the Onsite Safety Review Group are controlled in the same manner as for the other departments (i.e., via Specification 6.5.1.3).

Because Vice chairmen are specified by title, the statement "Vice Chairmen shall be members of Station Management" would be replaced by the more meaningful statement "Only designated Vice Chairmen or the General Manager - Hope Creek Operations may act as Chairman of a SORC meeting." This would allow only the General Manager (or acting GM), or one of the three designated Vice Chairman, to chair a SORC meeting.

The proposed rambership would result in a minimum quorum of the Chairman plus four members including alternates, vs. a total membership of ten, including the General Manager. The present restrictions on alternates (Specification 6.5.1.3), combined with l the proposed changes, would allow no more than two votes per department at any one meeting, and no more than two voting alternates at any one meeting.

SORC Review of Procedurpa Specification 6.5.1.6a is being revised to more accurately describe the administrative procedures requiring SORC review.

The proposed change would specify that upper tier administrative procedures and changes thereto, within the scope of Regulatory  ;

Guide 1.33 (February 1978), require SORC review. Nuclear Administrative Procedures (NAPS) and Station Administrative Procedures are the procedures which presently fall under the i proposed Specification 6.5.1.6a. The term " upper tier" is used i to clarify that subordinate procedures, such as Department i Administrative Procedures, are not required to be reviewed by SORC unless a 10CFR50.59 evaluation is required. The reference  !

to Regulatory Guide 1.33 is made in order to exclude the  !

administrative procedures for activities such as business administration, administration of employee benefits, etc. PSE&G l prefers this proposed change over using the terms " NAPS" and (

" Station APs" in the Technical Specifications. The change as  ;

NLR-H91151 Specification change if all Station APs are superseded by NAPS, or if another type of administrative procedure requiring SORC review is introduced. All procedures and changes requiring a 10CFR50.59 evaluation will continue to require SORC review.

The changes proposed herein do not invalidate PSE&G's Determination of No Significant Hazards Consideration provided in its letter dated January 24, 1990. PSE&G requests that the NRC assue a License Amendment requiring implementation within 90 days of issuance, in order to allow for the necessary procedure changes.
