REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS EDITORIAL CORRECTION CHANGES HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NPF-57 l

DOCKET NO. 50-354 In accordance with 10CFR50.90, Public Service Electric & Gas (PSE&G) Company hereby requests a revision to the Technical Specifications (TS) for the Hope Creek Generating Station (HC). In accordance with 10CFR50.91(b)(1), a copy of this submittal has been sent to the State of New Jersey.

Implementation of the proposed changes contained in this submittal will correct typographical and editorial errors contained in the TS, and are considered to be administrative in nature. These changes will make the TS consistent with the information already reviewed and approved by the NRC in previous license amendments.

The proposed changes have been evaluated in accordance with 10CFR50.91(a)(1),

using the criteria in 10CFR50.92(c), and a determination has been made that this request involves no significant hazards considerations. The basis for the requested change is provided in Attachment 1 to this lcer. A 10CFR50.92 evaluation, with a determination of no significant hazardc consideration, is provided in Attachment 2. The marked up Technical Specification pages affected by the proposed l changes are provided in Attachment 3.

l Upon NRC approval of this proposed change, PSE&G requests that the amendment be made effective on the da,tp of issuance, but allow an implementation period of sixty days to provide sufficient time for associated adminir,trative activities.

FACILITY OPERATING LICENSE NPF-57 DOCKET NO. 50-354 REVISIONS TO THE TECHNICAL SPECIFICATIONS (TS)

BASIS FOR REQUESTED CHANGE: l Public Service Electric and Gas Company (PSE&G), under Facility Operating License No. NPF-57 for the Hope Creek Generating Station, requests that the TS contained in l Appendix A to the Operating License be amended as proposed herein to revise the TS Index and TS Table 4.11.1.1.1-1 to implement required editorial corrections. The i changes correct typographical errors identified in various TS sections and address i errors that were introduced during the processing of various license amendments. I The proposed changes to the TS are indicated on the marked-up TS pages contained I in Attachment 3 of this submittal.

REQUESTED CHANGE, PURPOSE AND BACKGROUND: l l

TSIndex Various corrections to the TS Index are included in Attachment 3 of this submittal.

These changes: 1) delete references to TS Tables that were removed from the TS in  ;

previous TS amendments; 2) renumber tables to reflect the actual table numbers within the TS; and 3) revise page numbers in the TS Index to reflect the actual TS page numbers. The specific changes include deletion of references to: 1) Table B2.1.2-2,  !

" Nominal Values of Parameters Used in the Statistical Analysis of Fuel Cladding i Integrity Safety Limit," which was deleted in TS Amendment No. 42; 2) Table 3.3.1-2, i

" Reactor Protection System Response Times," which was deleted in TS Amendment No. 85; 3) Table 3.3.2-3, " Isolation System Actuation Instrumentation Response Time," l which was deleted in TS Amendment No. 85; 4) Table 3.3.3-3, " Emergency Core Cooling System Response Times," which was deleted in TS Amendment No. 85; 5) TS Index references to Tables 3.3.7.9-1, 4.3.7.9-1, 3.3.7.10-1, 4.3.7.10-1 and 3.4.3.1-1, which are being modified to reflect the actual table numbers in the TS; and 6) Table 3.8.4.2-1, " Motor Operated Valves - Thermal Overload Protection (Bypassed)," which was deleted in TS Amendment No.103; as well as correction of various TS Index l references to page numbers, which will now reflect the actual page numbers in the TS.

These revisions are required to reflect the changes that were previously approved by the NRC in previous Hope Creek TS amendments.

', Attachm:nt 1: LCR H99-05 TS Table 4.11.1.1.1-1 Two editorial corrections are proposed for TS Table 4.11.1.1.1-1, " Radioactive Liquid Waste Sampling and Analysis Program." The first change alters the abbreviation for

the Station Service Water System from "GSW" to "SSWS." The abbreviation "GSW" is not used at Hope Creek for the Station Service Water System and the term "SSWS"is used elsewhere in the TS (e.g., TS 3.7.1.3). The second change eliminates the note

"(3)" after the term " Batch Waste Release Sample Tanks." No reference or basis for the note is provided or is required in the TS.

JUSTIFICATION OF REQUESTED CHANGES:

The changes contained in this submittal are being made to reflect changes that were already approved by the NRC in previous TS amendments or are editorial in nature.

These changes are for the purpose of correcting the TS information and do not represent changes to any Licensing or Design Basis assumptions, analyses or

. commitments. The changes do not alter the manner in which any structure, system or component is operated, tested or maintained. Since the changes only clarify the TS references and reflect Hope Creek's current Licensing Bases, they are justified.

ENVIRONMENTAL IMPACT:

The proposed TS changes were reviewed against the criteria of 10CFR51.22 for environmental considerations. The proposed changes do not involve a significant hazards consideration, a significant increase in the amounts of effluents that may be released offsite, or a significant increase in the individual or cumulative occupational radiation exposures. Based on the foregoing, PSE&G concludes that the proposed TS changes meet the criteria given in 10CFR51.22(c)(g) for a categorical exclusion from the requirements for an Environmental Impact Statement.

10CFR50.92 EVALUATION Public Service Electric & Gas (PSE&G) has concluded that the proposed changes to

. the Hope Creek Generating Station (HC) Technical Specifications do not involve a significant hazards consideration. In support of this determination, an evaluation of each of the three standards set forth in 10CFR50.92 is provided below.

. REQUESTED CHANGE The proposed changes revise the TS Index and TS Table 4.11.1.1.1-1 to implement required editorial corrections. The changes correct typographical errors identifwxf in various TS sections and address errors that were introduced during the processing of various license amendments.

BASIS ~

' 1. The proposed changes do not involve a significant increase in the probability or consequences of an accident previously evaluated. -

The proposed editorial and administrative changes involve typographical errors and/or reflect changes that were previously reviewed and approved by the NRC. These changes, therefore, do not modify or add any initiating parameters that would significantly increase the probability or consequences of any '-

. previously analyzed accident.

2. The proposed change does not create the possibility of a new or different kind of

' accident from any accident previously evaluated.
