This letter is to supplement that portion of Public Service Electric & Gas (PSE&G) Company's request dated January 11, 1996, pertaining to the qualifications of the Operations Manager.

Previously, PSE&G proposed replacing the current Technical Specification (TS) requirements for this position's qualifications with the requirements that are presently stipulated in the improved Standard Technical Specifications (STS)for Westinghouse and GE plants. The present TSs require that the Operations Manager hold an SRO license or have held an SRO license for a similar unit (PWR for Salem and BWR for Hope Creek (HC)). PSE&G originally proposed that either the Operations Manager or the Assistant Manager hold an SRO license.

PSE&G based the proposed change on guidance provided in ANSI/ANS-

3. 1-1993, "Selection, Qualification, and Training of Personnel for Nuclear Power Plants"; a later version of the standard to which Salem and HC are licensed. Through discussions with the Staff, PSE&G understands that this later version has not been endorsed by the NRC and that the particular change requested is not in accordance with the presently accepted or desired qualification requirements of the Operations Manager.

In light of PSE&G's intentions to have the most suitable, qualified person in the Operations Manager position and to allow for added flexibility in having demonstrated the necessary operational competence, PSE&G proposes to change the previously submitted request to adopt additional Operations Manager special requirements as presented in ANSI/ANS-3.1-1987. Thus, it is

2 JUL 1 2 1996 LR-N96121 proposed that the Operations Manager shall meet one of the following:

a) Hold an SRO license, b) Have held an SRO license for a similar unit (PWR or BWR), or c) Have been certified at an appropriate simulator for equivalent SRO knowledge.

Items "a" and "b" are consistent with the present requirements of TS as stated in Amendments 110 and 89 for Salem Generating

  • Station (SGS) and Amendment 56 for HC in which exceptions to the committed qualification standards, ANSI N18.1-1971 for SGS and ANSI/ANS-3.1-1981 for HC, were approved. Item "c" was not included in the previously approved license change request and is being proposed at this time. Revised marked up TS pages are included in Attachment 1 for the above changes which affect only administrative change number six, (as designated in the January i1, 1996 transmittal). Previously supplied marked up pages pertaining to administrative changes one through five are not affected by this supplement and should be incorporated as originally submitted.

The inclusion of the wording from the improved STS is still being requested, as it does not directly deal with qualifications, but ensures that a presently licensed individual has managerial oversight of the daily shift activities.

Also, due to organizational changes within the Nuclear Business Unit, two additional titles referenced in the Administrative Controls Section of TS have been changed; Manager - Nuclear Training to Director - Nuclear Training and Manager - Site Protection to Fire Protection Manager. These changes are included as part of this supplement and also are reflected in Attachment 1.

PSE&G has reviewed the previously supplied determination of no significant hazards consideration evaluation and has concluded that it remains valid for the changes made by this supplement, though the reference to ANSI/ANS-3.1-1993 is no longer being credited.
