CIO is.using the following methcdology to evaluate the FCR/FCU Resolution Program.
During Phase I, after Bechtel Power Company has identified the FCR/FCNs which are initially considered to be satisfactory and MPQAD has verified this at the 100% level, CIO performs a sampling inspection. The inspection items are based on the criteria established in Procedure FID-2.400, Revision 3 and are designed to verify the adequacy of the combined review ;rogram by BPCo and MPQAD.
During Phase II, CIO performs sampling inspections of FCRs/
FCNs which are in the resolution phase. C10 inspections are again performed after MPQAD has reviewed all of the documents and found the resolution action to be acceptable. Tne CIO inspection is then perfornec to assess tne adeaua:y of tne BPCo/MPQAD resolut::r l

I JOB NO. 14509 MIDLAND NUCLEAR POWER PLANT REPORT NO. 26 PAGE 2 process. Following the Phase Il evaluation, the CIO will review the Phase III document control program. This program governs the dis-tribution, control, and posting of documents in field work locations (stick drawings, etc.).
Results of CIO reviews to date are:
Architectural Phase 1 - Sampling inspections performed were considered acceptable.
Architectural Phase II - Sampling inspections performed were considered acceptable.
Architectural Phase III - Five stations of controlled drawing sticks were sampled and considered satisfactory for QC Quality Verification and Status Assessment.
Civil Phase I - Sampling inspections performed were considered acceptable.

CIO performed a sampling inspection of the training records of 39 MPQAD personnel. Records selected and examined were found to be in com-pliance with the requirements of Procedure B-3M-1, Qualification and Certification of Inspection and Test personnel. The CIO evaluations of the records sampled were considered to be satisfactory.
NIRs 002, 003 and 004 have been closed.

CIO attended and evaluated the following Construction Training pre-sentations on December 5 'and 6, 1983:
a) Installation and Rework of Electrical Raceway and Supports FIE-9.002 Rev. O.
b) Verification of Electrical Raceway and Supports FIE-9.009 Rev. 1.
c)
Installation and Rework of Separation Barriers FIE-4.200 Rev. O.
d) Raceway and Support Installation Packaging and Documentation FPE-9.600 Rev. 1.
e) Rework to Scheduled Raceway and Raceway Supports FPE-9.100 Rev.1.
The presentations were in compliance with FPG-2.000 Rev. 6, Training of Construction Personnel and considered to be satisfactory. Results of the evaluation have been documented on checklist MP-MIS-034E and are available for review.

CIO performed a 100% re-inspection of the corrective actions of the Construction Training Records that were determined to be dis-crepant as noted on NIRs 006 and 007. Records were in compliance with the requirements of Procedure FPG-2.000 Rev. 6 and considered to be satisfactory.
In addition, CIO performed 100% inspection of the records of two members of Team 27/28. Records selected were examined and were found to be in compliance with FPG-2.000 Rev. 6.
The results of the CIO evaluation of the records sampled were considered to be satisfactory.
The acceptance of the training records by CIO of the two members, qualifies them to perform Status Assessment for Phase I activities.
Training records of other members of Team 27/28 will require sampling for CIO review before they will be permitted to perform Status Assessment and before NIRs 006 and 007 can be closed.

NEW CIO OBSERVATION Tracked Information Item - #38 In reviewing a checklist developed by Bechtel Lead Field Engineers as and aid in conducting Status Assessments to Procedure FPM-7.000 Rev. 1 (Mechanical System Status and Completion), the CIO noted that the check-list does not include all of the attributes required by the procedure.
If special checklists are to be used in statusing, these lists should be addressed by an administrative procedure that provides details or. how the lists are to be prepared and used.
Consumers Power Company is being requested to provide background on this item.
