-Ascessment Team Meeting MPQAD with MPQAD 12/8 NRC Monthly Meeting Consumers Power with NRC Stone & Webster Underpinhing and Remedial Soils Activities - Construction The Stop Work Order issued October 21, 1983 continued in effect throughout the week.

Assessment Team - Observations The Contractor provided responses to the five recommendations contained in the Assessment Team's report entitled " Evaluation of Change and Nonconformance Documents," durios the Daily Meeting on December 6, 1983 The responses are comprehensive and fully address the issues brought forward in the report.

Since implementation of the response activities is ongoing, the Assessment Team will continue to monitor these items.

The Team received a status of the activities associated with the upgrading of the administrative functions at US Testing.

Based upon this update, it appears that all problem areas will be corrected by the beginning of the coming year.

Cviki reported that the procedural change on interim approval of FCRs is undergoing final sign-off. It was reported that the change will ultimately eliminate the interim approval phase of the FCR process after a few month transition phase. (WR. 51,pg. 2 Remains Open) (INFORMATION ITEM)

Rouen reported the Assessment Team is satisfied with the MPQAD response requiring 100 percent receipt inspection. Therefore, the Team will close NIR # 14. (INFORMATION ITEM)

Sevo said the QAR on the procedural violation in reporting alert level cracks has been dispositoned.

The Task Force committee established guidelines as follows:

Make recommendations to management The subcommittee reviewed " Installation of Hilti Bolts" and covered the PQCI, construction procedare, and the specification and made recommendations to the Task Force committee regarding proposed revisions to these documents. It was decided that a review of a second procedure would be necessary. After the review of the second procedure is completed, the Task Force committee will make further recommendations about the continuation of this effort and ongoing QAP reviews.

The final extent of this effort and the decision to review other documents is contingent upon the recommendations that will be made to Consumers management by the Task Force committee after the completion of the review of the second procedure. (OPEN ITEM)

Item 64 Engineering Support At Jobsite.

The design calculations for the Borated Water Storage Tanks were delivered to the site as of November 2, 1983 The design calculations for the Service Water Pump, Structure will be delivered to the site in two phases.

The proposed delivery, dates coincide appropriately with the, construction activities.

The design calculations for the auxiliary building, with the exception of computer calculations or extremely complex calculations, will be delivered to the site in three phases. An initial review of the delivery schedules indicates that they, coincide appropriately with the construction activities. These calculations will also be supported with additional design people assigned to the jobsite.

The resident engineering staff has been reorganized and an additional group lead, dedicated to the handling of FCR, FCN and design-related NCR's and vendor drawings, has been assigned. Seven additional design engineers have been assigned to this group.

Bechtel Power Corporation has issued a memorandum covering the reorganization of the resident structural engineering soils group, assignments of increased respensiblity at the jopsite, and defines the goal of having the capability to process to final approval, 80 percent of the change documents at the jobsite.

Technical support is currently onsite for the engineering-consultants of Hanscr.

Engineering Inc. and Mueser, Rutledge, Johnston and DeSimone. (The Assessment Team will continue to review the staffing levels at the jobsite as part of its

New Items Item 64 Drift Support Steel.

Majeski asked why some of the drift support steel in the drift to E5 was P.

marked "non-Q".

Fisher responded that the material was purchased non-Q but the installation is Q.

Project procedures do not require that steel for temporary underpinning be purchased to Q requirements, although it must be installed under Q requirements. As a result of a recent procedural change, such non-Q material will be painted with a white stripe to prevent its possible use as Q material, after it has been removed from its present application.

The "non-Q" markings have been placed to Jdentify the steel in preparation to painting the white stripe.

Cviki supplied a copy of the revised Engineering Procedure that changed the E.

final approval process.

Final approval of FCRs must now be completed within 20 days of the interim approval disposition. The previous procedure issue imposed no time restriction on the final approval sign-off. Bis response adequately addresses the concerns raised in Weekly Report 51. (CLOSES ITEM WR 51, pg. 2) 1

In response to an earlier Assessment Team request, R.

serner, of the Subcontracts Group provided an update on the response of US Testing to audit findings and a field engineering evaluation of their organization All of the original Consumer Power audit findings, dealing and performance.

Efforts are underway directly with US Testing have been closed, except one.

Numerous changes have been made organizationally and procedurally at US Testing including assigning a new site manager, cross-training of personnel, increasing certification levels of lab chiefs, upgrading test forms and the filing system,,

Fisher reported that the E8 Grillage required rejacking because structural settlement exceeded the 10 mil alert level. The lift off loads were approximately 160 and 150 percent of design load for the Y and Z jacks respectively. These loads are currently being held. (INFORMATION ITEM)

Phase I effort is complete and Phase II is nearing completion.
