Item 65 Pejacking Operations.

J.

Fisher reported that the E8 Grillage was locked off on 12/10/83 at 135%

of specified load at the Y and Z locations and 115% at the X location.

However, structure settlement is again nearing alert levels which will require rejacking in the near future.

Fisher also reported that E10 is on active jacks, W11 is going to be rejacked and WB Grillage movement is at 8 mils, 2 mils below the alert level. (INFORMATION ITEM)

Item 65 4 - Settlement of SWPS.

Cvikl indicated that the delta movement on one side of the SWPS is 57 E.mils since start of dewatering in early October but only 43 mils with respect to the baseline established on 7/28/83 Engineering will determine the baseline date'to be used in comparing the movements to the alert (50 mils) and action (70 mils) levels. DISCUSSION Status Items Item 65.Rejacking Operations.

Fisher reported that rejacking of the E8 Grillage was started on 12/12/83 Lift off loads were 145% of specified load on the X jacks and 158% for both the Y and Z jacks. The loads were adjusted to 115, 158 and 151% of specified loads for the X, Y and Z jacks respectively and held as per procedure.

Item 65 Preparations for Restarting Work.

Fisher provided the following general information relative to resumption of work after the Stop Work Order is lifted. Approximately 95% of the laid off crafts people will be returning. Welders are currently on site to do their performance demonstration prior to going back to work. Auxiliary building shift hours will be 6:00 to 4:31 for both shifts. Cviki indicated that it has been determined that the baseline date for evaluation of movement at the SWPS should be 7/28/83 Therefore, the delta movement is 43 mils which is below the 50 mil alert level. He further indicated that the apparent recent movement may be the result of instrument malfunction.

Fisher reported the rejacking of piers E10 and E8 grillage have been completed. Piers E11 and W 11 are on active jacking.

Item 65 Crack Monitoring Data.

Fisher said SMO personnel delivered a binder to the NRC containing crack mapping documentation.

The information included QARs, NCRs, NIRs, revised procedures and QC instructions and staffing modifications.(INFORMATION ITEM)

New Items Item 65 Random Check of Crack Mapped Areas.

Springer reported the Assessment Team had checked two walls and two floors in the auxiliary building for conformance to the crack mapping procedures.

Since the Team noted a few floor cracks that were not. mapped, an explanation of the criteria for crack monitoring was requested. Engineering will respond.

Springer asked if there is an attemptbeing made to differentiate structural from non-structural cracks and if certain areas or cracks are assigned higher priority in terms of indicatons of where stresses may be higher as a res' alt of the underpinning operations. Item 65 EPA Jack Loads.

Kilker reported that the Team was present at an extensive phone conversation W.

between the NRC and SM0/FSO representatives. The discussion concerned the upward movement of the ends of the EPA wings with respect to the Control Tower area resulting from load transfer and rejacking at the S/W8 grillages.

Although proposals were put forth no resolution was reached on limiting the movement or,the load level. Further discussions will be held on 12/16/83 with the NRC.

Springer reported the Assessment Team has reviewed the revised WJE procedures and Bechtel specification. The revised procedures and specification are in agreement and WJE has assigned an individual to specifically overview the crack monitoring activities.
