VIRGINIA ELECTRIC AND POWER COMPANY NORTH AN.NA POWER STATION UNIT 1 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR_50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Number NPF-4 for North Anna Power Station Unit 1. The

_ proposed _ changes will revise the current Technica! Specifications to ensure the correct measurement range of the triaxial response spectrum recorders is reflected in the appropriate Technical Specification table.

A discussion of-the proposed changes is provided in Attachment 1. The proposed changes are presented in Attachment 2 for Unit 1- .

This request has been reviewed by the Station Nuclear Safety and Operating Committee and the Management-Safety Review Committee. It has been

- determined that this request does not involve an unreviewed safety question as

. defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92. The- basis for our determination.that no cignification hazards consideration is involved is presented in Attachment 3.

DISCUSSION OF PROPOSED CHANGF.S Introductl9.D As previously documented by letter dated April 18,1991 (Virginia and Electric Power Company Serial No.91-205), we determined that our May 27,1986 license amendment request (issued as Amendment 80), which established the current measurement range requirements of the triaxial response spectrum recorders, was in error. This request included requirements which were inconsistent with the frequency range of the existing instrumentation as specified in the Updated Final Safety Analysis Report (UFSAR) Chapter 3, Design Crite.ria Appendix A, Comoliance With Safety Guides which confirmed our compliance, with several exceptions, to Regulatory Guide 1.12, Instrumentation for Earthauakes. One specific exception taken in that appendix is the triaxial response spectrum recorder frequency measurement range of 2-25.4 Hz instead oi the 1-30 Hz range specified in the Regulatory Guide.

Background

A seismic instrumentation program is provided to monitor and record input motion and behavior of major Seismic Class 1 structures and components of Unit 1 during a seismic event. Included in this program are four triaxial response spectrum recorders.

Technical Soecification Chanoes General The Technical Specification changes described herein apply to North Anna Unit 1 only.

Technical Soecification Table 3.3-7 The measurement range of items 4a,4b,4c, and 4d, have been changed from between 130 Hz to between 2 and 25.4 Hz. This change is necessary to reflect the range of four triaxial response spectrum recorders. Specifically, the change is being made to reflect the range of the instrumentation originally installed in the plant and excepted from Regulatory Guide 1.12, Revision 1, dated April 1974, as noted in Section 3A.12 of the UFSAR.
