Vogtle Electric Generating Plant - Unit 2 Readiness Review Program Module 03A, Phase 1 of the Vogtle Unit 2 Readiness Review Program, entitled Initial Test Program - Preoperational Test Phase, is enclosed for review and acceptance by the Nuclear Regulatory Commission (NRC).
Phase 1 is the first phase of a three phased review of the initial test program.
These reviews are being performed to add assurance that Plant Vogtle Unit 2 conforms to its licensing requirements.
The phased or incremental review of this module is responsive to an observation in the NRC assessment of the Georgia Power Company (GPC) Unit 1 Pilot Readiness Review which suggested that an incremental review may improve module
(]s effectiveness an'd NRC interaction.
Module 03A was chosen for incremental review based on discussions between NRC staff and GPC.
As described in the enclosed report. Phase 1 consists of licensing commitment identification and implementation, Unit 2 followup of Unit 1 findings as a result of Readiness Review, and the independent assessment by Readiness Review of the project's conformance to licensing commitments and Unit 1 findings followup.
-Based on the review detailed in this module phase, I am of the opinion that, with implementation of corrective actions to the findings identified, the initial test program, preoperational test phase, will comply with its licensing commitments.
The information herein is, to the best of my knowledge, factual and technically correct.
